The Phoenix VA Health Care System is currently recruiting for one Supervisory Program Applications Specialist to work in the Health Administration Service department. This position is located at the Phoenix 32nd Street VA Clinic. The Incumbent is responsible for the coordination of operations to include employee development, learning resources, clinical training, budgeting, contracting, resource management and academic affiliations.
Duties
Major duties include, but are not limited to:
Oversees the day to day administrative processes of the unit to assure that agency, facility, service policies and priorities are being followed by subordinates.
Establishes programs that will have direct impact on the administrative operations of the Care Line as needed.
Plans/coordinates complex responsibilities for the department as needed.
Performs interviews of candidates for i.e. appointments, promotions, and reassignments, identifies and/or provides for training needs, and improves production or increase the quality of work within the area of authority.
Recommends actions on e.g. promotions, leave, awards, and minor disciplinary actions, and investigate or hear individual or group grievances
Determines staff needs, reviews and/or updates labor mapping for section staff to address concerns with cost outliers, person class code assignments are accurate on a regular basis.
Analyzes/evaluates fiscal and administrative data i.e. identifying trends and accomplishments as required.
Develops/evaluates documents for the department as needed.
Develops, promotes, and maintains positive working relationships with a variety of groups to include other VA healthcare systems, Academic Institutions, teaching affiliates, community organizations, Veterans Service Organizations, other government agencies, professional societies, volunteers, media and customers.
Administers Affiliation Agreements between the health administration departments and other specialty departments administratively.
Administers resource, space, facilities, equipment, and many employee actions for a range of programs with the Service.
Develops policies, procedures, and organizational structures required in fulfilling the education service mission and for the achievement of those goals and objectives.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interpreting administrative policies, developing or implementing local policies, defining administrative requirements; Preparation of reports and the completion of administrative projects.; Conducts quantitative and qualitative analysis on the efficiency and effectiveness of personnel.; Review, collect, and/or tracking of data and analysis.; Maintain automated systems ;Plans and/or accomplish special projects. Identify system inefficiencies and develop studies or data collection techniques related to specific identified problems.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
