About the Position: This GS-0802-12 position is for the Galveston Operations Division Project Operations Branch, Maintenance Section located in Galveston, TX
*Telework is eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework".*
Duties
Serve as the primary technical expert concerning flood damage reduction and navigational facilities maintenance activities for the District, wherein primarily, the only source of knowledge is historical experience.
Identify, budget, and coordinate major maintenance and repair activity planning for all Section projects.
Identify and quantify resource requirements, accomplishes programs, and evaluates effectiveness through inspections, budget controls, and management improvement studies.
Serve as Contracting Officers Representative and Ordering Officer for the Operations Division on all repetitive contracts, and has assigned responsibility for accomplishing all major contracting activities.
Responsible for determining and directing the most feasible methods to accomplish mission, either by hired labor, outside district support, or contract, and assigns work accordingly.
Investigate and gathers data for calculating work requirements, and provides detailed cost estimates for staffing and operation costs for fiscal year appropriations, as well as in support of planning and programming efforts for budgetary use.

- Incumbent must be able and willing to operate government vehicles and must maintain a current state driver's license.

Specialized Experience: One year of specialized experience which includes 1) Planning and directing programs for the operation and improvement (i.e. maintenance, repair, renovations) of flood reduction facilities; 2) Overseeing contracted work performance throughout the project AND 3) Supervising or leading technical and maintenance staff assigned to the project. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
