You will serve as a FINANCIAL MANAGEMENT ANALYST in the Business Manager (Code 902), Production Department Analysis & Business Manager (Code 900A), Production Resources Department Manager (Code 901), Production Resources Department (Code 900), of NORFOLK NAVAL SHIPYARD.
Duties
You will note discrepancies and take appropriate action to correct.
You will gather facts and negotiate for approval of proposals and recommendations.
You will serve as financial advisor for production department funding requests.
You will provide funding for recurring projects that could affect cost trends.
You will attend briefings/meetings on special programs or changes to current procedures/policies which will affect the Production/Operations Department financial status.
You will develop, determine, and interpret budgetary policies and practices.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience identifying, analyzing, and resolving a range of budgetary problems and formulating budget estimates.
Experience applying skills in analytical reasoning to the identification, analysis, and conceptualization of budgetary problems and developing of alternative solutions.
Experience with financial practices, procedures, regulations, and policies.
Experience identifying budget forecasting patterns and developing strategies for cost reduction.
Experience communicating oral and written material to management, supervisors, and/or directors on special programs or changes to current procedures/policies which will affect financial status
GS-09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with financial practices, procedures, regulations, and policies.
