This position is located in Pecos District Office, Carlsbad Field Office.
Duties
Oversee and perform inspections of oil and gas leases to enforce all appropriate laws, rules, and regulations as well as the terms and conditions specified in the various approvals.
Perform complex and responsible petroleum engineering technician work involving all aspects of drilling and production inspection and enforcement activities.
Responsible for the technical and administrative supervision of professional, technical, clerical and administrative positions to carry out the mission of the organization.
Responsible for programming and annual budgeting submissions and ensures program accomplishments are within budget allocations.

- You cannot hold an active real estate license, nor can you have an interest or hold stocks in firms with interest in Federal Lands.
- If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
- Must obtain and maintain a valid state driver's license.
- Must have a US Government Motor Vehicle Operator’s Identification Card.
- Must be able to operate 4-wheel drive vehicles in order to perform site inspections.
- Must be certified as a Petroleum Engineering Technician in accordance with BLM's national certification program provisions.
- Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
- You may be required to travel overnight away from home up to 10 nights per month. You must obtain a government charge card for travel purposes.
- You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
Qualifications
In order to qualify, you must meet the Specialized Experience Requirement AND the Selective Factor described below. Your resume must clearly describe your relevant experience and you must provide a copy of the required PET certification.
Specialized Experience GS-12: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing at least 4 of the following duties: (1) performing on-site inspections of all phases of oil and gas drilling operations and facilities; (2) making recommendations for budget adjustments; (3) witnessing casing and cementing operations; (4) inspecting complex production facilities; and (5) inspecting or witnessing plugging and abandonment operations.
SELECTIVE FACTOR: This position performs the supervision and regulation of oil and gas operations under the lease agreements program on Federal and Indian lands and complex and responsible petroleum engineering technician work involving all aspects of drilling and production inspection and enforcement activities. You must be certified as a Petroleum Engineering Technician (PET). Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Education
There is no substitution of education for experience at the GS-12 grade level of this announcement.
