This position is located in the Carlsbad Field Office in Carlsbad, New Mexico.
This position is open to Bureau of Land Management current permanent employees on a competitive appointment and employees that meet the requirements for the Public Land Corp Hiring Authority.
Duties
Provide policy direction, technical guidance, and program direction to the inspection and enforcement staff.
Plan and schedule work to be accomplished by subordinates, provides program leadership, policy interpretation, guidance, and serves as technical advisor on complex and novel issues.
Perform complex and responsible petroleum engineering technician work involving all aspects of drilling and production inspection and enforcement activities.
Ensure safe and efficient development of operations for the successful production of minerals in conformity with Federal regulations and requirements.

- Must obtain and maintain a valid state driver's license.
- Must have a US Government Motor Vehicle Operator’s Identification Card.
- Must be able to operate 4-wheel drive vehicles in order to perform site inspections.
- Must be certified as a Petroleum Engineering Technician and maintain certification through the BLM Oil and Gas Inspection training program.
Qualifications
In order to qualify, you must meet the Specialized Experience Requirement AND the Selective Factor described below. Your resume must clearly describe your relevant experience and you must provide a copy of the required PET certification.
Specialized Experience GS-12: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) inspecting complex production facilities such as wet gas, condensate, oil, and gas lift operations; (2) performing on-site inspections of all phases of oil and gas production operations and facilities; (3) witnessing well productivity tests, gauging of oil tanks, calibration of Lease Automatic Custody Transfer units, and calibration of all gas metering facilities; (4) independently calculating volumes of cements and displacement of cement plugs; (5) preparing reports on all inspections, witnessing, and/or compliance.
SELECTIVE FACTOR: This position performs the supervision and regulation of oil and gas operations under the lease agreements program on Federal and Indian lands and complex and responsible petroleum engineering technician work involving all aspects of drilling and production inspection and enforcement activities. You must be certified as a Petroleum Engineering Technician (PET). Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Education
There is no substitution of education for experience at the GS-12 grade level of this announcement.
