This position is located in the Executive Resources Management Division (ERMD), Office of Human Resources Management (OHRM), Departmental Management (DM), U.S. Department of Agriculture (USDA). The incumbent serves as a senior human resources specialist for Executive Resources and is responsible for providing leadership and coordination in the formulation, administration, and evaluation of Executive Resources policies. Multiple positions may be filled from this announcement.

Duties

Assists the Director and the Chief Learning Officer in formulating and recommending policies, programs, plans and procedures governing human resources functions. Initiates policy changes and/or guidance for all of USDA when necessary. Plan, organize, and conduct studies of major programs and systems to evaluate the impact on Executive Resources. Coordinates with the Office of Personnel Management (OPM), and stays abreast of new legislation, regulation, and other Federal government initiatives. Formulates and recommends policies, programs, plans and procedures governing human resources functions required to effectively meet Departmental goals. Develops Departmental-wide training guidance, sessions to advise on executive human resources initiatives across functional areas. Provides human resource guidance to executives, managers, and supervisors and employees on Senior Executive Service (SES), Senior Level (SL), Scientific and Professional (ST), Senior Science and Technology (SSTA), Schedule C etc. Maintains government-wide contacts to aid in the internal review of departmental and mission area programs.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience:GS-14: One year of specialized experience, equivalent to the GS-13 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Human Resources Specialist (Executive Resources). For this position, specialized experience is experience 1) Analyzing and interpreting the laws, policies and processes related to executive resource management; 2) Independently providing consultative services and advice to senior leadership regarding executive resource management; 3) Developing and recommending policies, programs, plans and procedures for the Senior Executive Service and other executive service positions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
