This position is located in the Washington, DC Commuting Area, USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Management, Management Services, (M/MS) at the U.S. Agency for International Development (USAID).
Duties
Serves as team leader for employees at the GS-13 equivalent level and below. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Performs the administrative and HR functions.
Serves as principal safety and occupational health manager, and advisor to the Designated Agency Safety and Health Official (DASHO). Provide expert advice, assistance, methods, approaches, and technology needed to adapt to new and unusual situations.
Develops USAID policies and training ensure USAID complies with federal safety laws and Occupational Safety and Health Administration (OSHA) regulations.
Resolves Agency staff safety reports concerning workplace conditions; coordinates annual inspections of USAID offices and facilities; and submits USAID Annual OSHA Safety Report.
Develops and implements programs including hazardous materials, recycling, transportation, sustainability, ergonomics, hearing conservation, personal protective equipment (PPE), First Aid, Indoor Air Quality (IAQ), warehouse and construction safety.
Represents USAID in interagency workgroups, attends professional seminars, state-of-the-art symposiums and other meetings, conferences and/or programs to ensure that the latest safety and environmental techniques are incorporated into practice.
Requirements

- Must be able to obtain and maintain a Secret clearance.
- Time in grade must be met by the closing date of the vacancy announcement.

- These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Basic Requirement:
You must possess the following: Bachelor's degree and Master's degree with Major study in a safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
Specialized Experience:
GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis at the next lower grade level which includes: a) Developing and recommending safety and occupational health policies to senior leaders; b) Developing or implementing safety programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; c) Developing inspections and surveys for compliance with annual OSHA agency safety reports; AND d) Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
