This position is located in the Office of the Assistant Secretary (A/S) for Administration, Bureau of Administration (A), Department of State (DOS). Functions as a Special Assistant/high-level advisor to the A/S for Administration on complex administrative/program issues including policy/planning, organization, administration and evaluative matters of exceptional difficulty.

Duties

Conducts special studies and projects at the request of the Assistant Secretary. Determines the breadth, depth and methodology of the studies, analyzes the issues and provides workable and alternative solutions. Evaluates and reviews A Bureau Programs and activities for the purpose of decision making; improving programs, policies or procedures of the Bureau; and identifying where further enhancements are necessary. Participates in high level management planning and policy and decision-making meetings and long-range program planning strategies that involve major program considerations. Determines the significance of management decisions on program plans/goals. Provides broad program advisory and assistance services to program managers on improving their modes of management and on increasing the effectiveness with which they implement the decisions of the Assistant Secretary for Administration. Advises the Assistant Secretary on all matters associated with the strategic and operational policy and budget formulation to assure sound management of financial, human, property and equipment resources through the bureau. Researches approaches to administrative, program, functional or resource assessments; develops techniques suitable for evaluating the programs and processes; identifies innovative ways to measure program accomplishments, results and effectiveness.

Requirements

  • U.S. Citizenship is required.
  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.    NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience analyzing unique managerial and financial problems, devise solutions, make and present sound decisions. Experience gathering, assembling, interpreting, and analyzing vast and complex data. Experience briefing officials to justify, defend, negotiate, or settle matters involving controversial and/or significant issues. Experience identifying and prioritizing projects and missions to meet new or changing program needs. There is no substitute of education for specialized experience for the GS-14 position. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
