About the Position: Serves as the Deputy Chief of Staff, Resource Management, Combined Arms Support Command (CASCOM) and Sustainment Center of Excellence (SCoE), providing integrated resource management programs designed to promote efficiency and economy in execution of the mission and programs that support a major subordinate command, a significant tenant population representing varied DOD ACOMs, and a number of personnel in satellite activities.
Duties
Advisor and technical expert to the Commander and their staff for budget, manpower, and program analysis. Supports Sustainment training, doctrine and capability development and fielded force integration priorities.
Plans basic concepts and policies of financial management in long- and short-range administrative and operational plans.
Provides advice and guidance concerning resource management functions to increase efficiency and economy of mission and service functions and operations.
Responsible for continued development, coordination, and evaluation of an effective integrated resource management program that maintains balance and perspective between the various components of the system of financial and general management.
Plans and directs program and budget, resource integration management analysis, manpower and equipment documentation, force management, and civilian pay.
Develops or directs the development of performance standards, evaluates the performance of key supervisors, and reviews the evaluations made by subordinate supervisors or other employees.
Advises supervisor on problems involving the relationships of the work of the position to installation-wide and broader programs and its impact on such programs and priorities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this FINANCIAL MANAGEMENT Level 3 Certified program.
- This position requires pre-employment financial disclosure Financial Disclosure Statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R to avoid conflicts between duties and financial interest.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Specialized Experience: One year of specialized experience which includes managing short- and long-range integrated resource management planning programs that include multi-year work plans which are products of subordinate organizational projects/programs; Direct the planning, scheduling, and carrying out of major Resource Management programs; and performing supervisory and managerial duties including determining long range staffing and organizational needs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
