Duties

Summary: The primary purpose of this position is: To manage and control all operational administrative aspects of aviation resource management by utilizing the Aviation Resource Management System (ARMS). Authenticates and publishes aeronautical orders, validates entitlement pays, verifies physical and physiological requirements and determines suspensions, disqualifications, revalidation, and requalification for rated/ non-rated aircrew, and parachutist. Duties: Plans, implements and controls all operational administrative aspects of aviation resource management. Interprets and administers laws and regulations regarding entitlement incentive pay. Researches, validates, and interprets Air Force Instruction (AFI) Mission Design Series (MDS) specific medical and physiological requirements and flying and ground training requirements. Substantiates personnel listings, determines position status and performs a wide-range of administrative duties.

  • Experience required in the Aviation Resource Management and Aviation Resource Management System is highly desirable
  • May be required to travel Temporary duty (TDY) as directed by management, sometimes on short notice, traveling by military or commercial aircraft or by any other designated means
  • May be required to work other than normal duty hours and tours of duty such as rotating shifts, overtime, weekends, call back, uncommon tours of duty, holidays, etc.
  • DFAS Case Management System (CMS) knowledge highly desirable
  • May be required to attend various training courses to gain/maintain job proficiency
  • Incumbent may be required to complete Chief Host Aviation Resource Management course to obtain certifications necessary to perform additional duties in accordance with published guidance and instructions
  • Must be able to obtain and maintain the appropriate secret security clearance
  • This is an Obligated Position in which an employee has return rights. Upon the employee’s return, incumbent may be required to vacate this position.

Qualifications

Conditions of Employment (cont.): This is a Term position NTE 4 years; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of extensive body of Aviation Resource Management objectives, policies, technical rules, guidelines, instructions, regulations, policies and precedents to support and flight pay and training requirements; knowledge of AF operations, resource management systems and associated programs, interface requirements, browsers, personnel flight records and maintenance; knowledge of aviation service eligibility, aircrew rating requirements, aircrew flight incentive pay requirements, conditional incentive pay requirements in relationship to reserve status codes, active/inactive reserve status. This definition of specialized experience is typical of work performed at the GS-07 grade/level position or equivalent in the federal service. NOTE: Your resume must show experience. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of various aviation management programs, policies and aviation service eligibility directives. Knowledge of and skill in applying ARMS directives, instructions, and manuals with emphasis on knowledge of personnel flight records maintenance, operating/navigating and troubleshooting ARMS data system operating procedures and preparation, processing, and auditing of associated documents. Skill in Ad-hoc program design, development, interface requirements and modification of various reports using the ARMS database. Skill in evaluating the effectiveness of the program and developing strategies and recommendations for necessary improvements. Skill in inter-personal communication necessary to gain cooperation from others through tact, courtesy and diplomacy. Ability to prepare staff reports and delivering briefings to flight crews to encourage understanding and acceptance of pay policies and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
