The Deputy Director, International Armaments Cooperation serves as the DoD focal point for international research, development, production, and acquisition activities with allied and friendly nations worldwide and the North Atlantic Treaty Organization (NATO).
Duties
Incumbent's typical work assignments may include the following:
The Deputy Director, International Armaments Cooperation serves as the DoD focal point for international research, development, production, and acquisition activities with allied and friendly nations worldwide and the North Atlantic Treaty Organization (NATO).
Advises the USD (A&S) and the Director, IC on cooperative defense programs with thirty-six allied and friendly nations.
Manages a staff of senior country desk officers that continually assess the technical, military, and political aspects of research, development, production, and acquisition plans, programs, and activities of those nations, provides pertinent information to the Under Secretary and other senior officials, and develops, coordinates, and recommends pertinent policy positions.
Manages a staff of senior professional civil servants and military officers who assist in fulfilling the requirements of the position.
Motivates and manages the staff, adhering to ethical practices, laws, and regulations concerning merit system principles, develops performance plans, communicates mission objectives and performance expectations, and objectively evaluates performance.
Requirements

- May be required to successfully complete a probationary/trial period
- Must be determined suitable for federal employment
- Required to participate in the direct deposit program

- Must obtain/maintain a Special Sensitive (TS/SCI) security clearance
- This position requires a Program Management, Practitioner acquisition certification. You will have 60 months to achieve this certification
- Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years
- This position may require travel away from your normal duty station on military or commercial aircraft <10%
- Financial Disclosure: In accordance with the Ethics in Government Act 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report upon appointment and will be required to file annually.
- Overtime is NOT authorized for this position

You may qualify at the NH-04 (GS-14/15) level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to:
Assess the technical, military, and political aspects of research, development, production, and acquisition plans, programs, and activities of Allies and partners;
Utilize defense industrial and Foreign Military Sales, laws, regulations, policies, and procedures to include the Arms Export Control Act in the development, production, and acquisition activities with allied and friendly nations and NATO;
Identify, collaborate and build relationships with government, international, and industry stakeholders in order to mitigate industrial base risks and to obtain advanced technologies globally in a timely and efficient manner;
Manage international engagements through acquisition and sustainment process with foreign nations and/or foreign technological/production bases for weapons systems and/or operation and development programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position requires a Program Management, Practitioner acquisition certification. You will have 60 months to achieve this certification.
This is a Critical Acquisition Position. Incumbent will be required to sign a written tenure agreement to remain, for a minimum of three years, in the Federal Service in the Critical Acquisition Position.
