Duties

This job opportunity announcement (JOA) will be used to fill one (1) full-time and permanent Supervisory Transportation Assistant, GS-2102-07, vacancy at the Louisville, KY Veteran Affairs Medical Center (VAMC), with Business Office Service. The Supervisory Transportation Assistant operates within the Veterans Transportation Service (VTS) with the Business Office at the Robley Rex VA Medical Center. The Supervisory Transportation Assistant is directly supervised by and collaborates with the VTS Mobility Manager for transportation workload forecasting, scheduling design, procedure development, quality improvement implementation, modification of processes, evaluation and ongoing operation of the VTS. The Supervisory Transportation Assistant provides technical and administrative supervision to GS-06 Transportation Coordinator; WG-06 Motor Vehicle Operators; and GS-05 Beneficiary Travel Clerks. Providing performance standards, evaluates their performance, make determination on grievances, and recommend training. Duties include but are not limited to: Collects, compiles, and tracks data and statistical information in support of VTS. Performs basic analysis of data and generates a variety of reports. Collates data from various sources. Enters information into and maintains an automated tracking system. Applies analytical and evaluative methods and techniques to plan and conduct limited factual studies and analyses concerning the efficiency and effectiveness of operations. Formulates recommendations to modify procedures and practices to improve the effectiveness of administrative services. Conducts limited factual studies and analyses concerning the efficiency and effectiveness of medical facility health care operations and to formulate recommendations to modify procedures and practices to improve the effectiveness of administrative services. Communicates and treats customers in a courteous, tactful, and respectful manner. Communicates with others locally and nationally. Exercises a high degree of coordinating ability, tact, poise, and diplomacy in dealing with staff and the public, both within and outside the facility. Performs the full gamut of supervisory duties including leave approval, writing performance standards, completing annual performance appraisals, disciplining/rewarding employees, etc. Monitors the quality and quantity of work performed. Advises; counsels, or instructs employees on work and administrative matters. Other duties as assigned. Work Schedule: Monday - Friday 8:00 a.m. - 4:30 p.m. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In addition to the time in grade requirements listed above, the below qualification requirements must be met. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge to make sound and logical decisions, identifying and utilizing all appropriate available resources. Knowledge to deal effectively with problems, issues and situations which occur daily and maintain effective working relationships. Extensive knowledge of VA laws, regulations, directives, policies, procedures, performance measures, and guidelines relating to VA medical benefits administration. Ability to meet and deal effectively with a wide variety of staff from many educational and skill levels to communicate clear instructions and interpretations. Ability to prepare and produce written instructions and a variety of correspondence. Knowledge of and spectrum of the VetRide, RouteMatch, and Vista scheduling packages and applications. Skilled in Microsoft software and other software programs. Skilled in strong leadership and interpersonal skills. Preferred Experience: Ability to work exel, word and Medical systems for confirmation of eligibility. Transportation background experience. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Will be exposed to stressful working situations that will require a mature attitude and collective reasoning to overcome. Subject to a great deal of stress because of the high volume of work, the need for accuracy, frequency of interruptions, and ever changing demands due to program changes. The work is primarily sedentary, although some slight physical effort may be required.
