This position is established to (1) inform the broad spectrum of individuals and groups affected by MARAD programs of the benefits, services, or requirements of such programs; and (2) assess the degree of understanding or interest the public has in these programs and activities.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience with principles and methods of communication to use methods in conducting a public affairs program involving public information, and community relations activities for external audiences. Experience in establishing and maintaining working relationships with local media representatives, community groups, the maritime industry, and other specialized groups in the private sector, and the general public. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience as a Public Affairs Specialist that includes serving as an agency spokesperson, providing direct public affairs support to principals, fielding/answering media queries, monitoring media coverage/interviews and engaging directly with journalists/editors to correct the record as required. Experience drafting news releases and other written products. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of communication principles, methods, practices, and techniques; analytical methods; and interpersonal relations practices sufficient to (1) function as a technical authority and (2) develop and apply new approaches to the most difficult and complex public affairs problems of an agency by developing or evaluating information programs enhancing understanding among publics opposed or indifferent to agency programs. Skill in developing oral, written, and computer-based material to convey information concerning complex MARAD programs and activities to specialized audiences, the general public, media and other groups. Ability to analyze public reaction to agency programs and policies in developing recommendations that significantly modify an agency's major programs or policies; and integrating diverse points of view in a communication plan in establishing and maintaining mutual understanding with various agency publics.  For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.For additional information about applying to Federal positions, please click on the following link:  https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-policies/#url=e4All applicants must meet all qualification requirements by the closing date of this announcement.
