The Pharmacy Technician Supervisor is located within the Central Texas Veterans Health Care System Pharmacy. Responsible for the supervision of assigned non-pharmacist staff and volunteers. The incumbent operates on a broad delegation of authority with independence of judgment and action. The GS-9 Pharmacy Technician Supervisor is responsible for the management and supervision of at least three GS-8 pharmacy technicians.

Duties

Major Duties as Assigned, but not limited to: Functions: 1. Develop the work schedule, plan and grant leave and rotate duties of the pharmacy technician staff. Assures that personnel are scheduled in such a way as to provide consistency of coverage and to accommodate planned leave and promote employee morale, is responsible for tracking and submitting pharmacy technicians' time. 2. Effectively manages technical staff to assure workflow is optimized within assigned service area. Continuously analyzes and reassesses priorities, redirecting staff to assure that workload demands are accomplished in the most effective, efficient, and economic manner possible. 3. Coordinates day-to-day maintenance and operation of pharmacy area equipment and automation. 4. Oversees areas as required and assigned. 5. Provides orientation and training to all pharmacy technicians, assigned staff, and/or trainees. 6. Assists with the development of performance standards and competencies that are realistic, challenging, and supporting the organizational mission, vision, and goals. Responsible for ensuring all employees meet performance standards and competencies. Identifies areas for improvement as needed. 7. Coordinates the review of inventory for expired medications. 8. Solves medication mailing problems and monitors the security of the pharmacy and controlled substances. Serves as the first line problem reviewer of technical and customer service issues. 9. Investigates and provides service recovery/resolution for congressional inquiries, PATS-R, JPSR, speak to the director, or other programs that provide feedback or concerns to Pharmacy Service. 10. Monitors, tracks, and trends power app data for call center inquiries. 11. Assists with drug recall review through VA Salesforce program. 12. Oversees automated dispensing cabinet (ADC) inventory and inspection. 13. Assists the Chief of Pharmacy in interviewing and selecting new employees and candidates for promotion and/or reassignment. Make recommendations of employees for performance awards and other forms of recognition. 14. Reviews on annual basis each subordinate's competencies and completes performance evaluations for subordinates. Ensures any deficiencies are properly noted and training/re-training is scheduled in a timely manner. 15. Recommends counseling and disciplinary action based upon conduct with guidance from Employee Labor Relations. 16. Conducts technician meetings to assure proper updates of departmental and hospital communications. 17. Attends supervisory staff meetings within Pharmacy Service and participates in other meetings, committees, or workgroups within the medical center as appropriate. 18. Assists in the development of policies and procedures and participate in departmental goal planning and quality improvement activities. 19. Independently gathers, evaluates, and/or analyzes data to generate reports. 20. Will perform any duties of a pharmacy technician when the needs of the service require. Technical Duties: 1. Prepares various management reports as delegated to include, but not limited to: High-cost drug inventory, ward stock, automation, competency, and controlled substance reports. 2. Assists pharmacy supervisors and staff to identify areas of duplication of efforts and develops solutions to streamline processes, reduce waste, save costs, and improve patient care. 3. Develops and implements necessary administrative audits such as wait time audits and workflow analysis. 4. Effectively evaluates pharmacy activities to assist management to obtain short- and long-range objectives and goals. Qualifications

Basic Requirements: a. Citizenship. Be a citizen of the United States. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with38 U.S.C. § 7407(a). b. Education or Experience. (1) None required. (2) For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level. c. Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: (1) Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT). OR (2) National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT). d. Grandfathering Provision. Pharmacy technicians employed in VHA on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) Employees may be reassigned, promoted up to and including the full performance (journey) level or changed to lower grade within the occupation but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions. (2) Employees in an occupation that requires a licensure/certification/registration only at higher grade levels must meet the licensure/certification/registration requirement before they can be promoted to those higher grade levels. (3) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard. (4) Employees who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation. (5) Employees initially grandfathered into this occupation who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. e. Foreign Education. To be creditable, education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials. f. Physical Requirements. See VA Directive and Handbook 5019, Employee Occupational Health Service. g. English Language Proficiency. Pharmacy Technician candidates must be proficient in spoken and written English to be appointed as authorized by38 U.S.C. § 7403(f). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Pharmacy Technician, GS-09: (1) Experience. One year of progressively complex experience equivalent to the lower grade level. (2) Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: (a) PTCB as a CPhT. OR (b) NHA as a ExCPT. (3) Knowledge, Skills and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate the following KSAs and meet any additional KSAs for the assignment, if indicated: (a) Expert knowledge serving as a key resource advising others in their particular specialty area or section of the pharmacy (such as procurement, sterile compounding (USP compounding standards),controlled substances DEA, automation, clinical pharmacy, lead tech, contact center, etc.). (b) Skill in analyzing data for self-driven (independent) performance improvement projects, workload analysis and statistical reports. (c) Skill in solving problems and implementing corrective actions to maximize outcomes in their program area. (d) Ability to maintain special accreditations and prepare for national reviews/inspections (e.g., The Joint Commission, Inspector General, American Society of Health System Pharmacists®, controlled substance inspections). (e) Ability to develop training programs and material for orientation, competency development and educational needs for regulatory requirements within the specialized pharmacy program area. (4) Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity and range of variety and be performed by the incumbent at least 25% of the time. Pharmacy technicians at this grade level may be appointed to one of the following assignments. Supervisory Pharmacy Technician. Supervisory pharmacy technicians are responsible for management and supervision of at least three GS-08 pharmacy technicians. These positions require significant independent technical judgement and expertise in complex areas of pharmacy practice, regulatory requirements and quality standards. They organize, coordinate and manage programs for the pharmacy service at the facility level. These pharmacy technicians will be responsible for communicating with VISN or national pharmacy leadership as well as individual facility leadership and staff. Additional Knowledge, Skills and Abilities (KSAs). (A) Skill in interpersonal relationships in dealing with employees, team leaders and managers. (B)Ability to utilize staffing methodology principles to determine adequate staffing to coordinate and manage workflow and work activities within pharmacy. Preferred Experience: Prior VA outpatient pharmacy technician supervisor experience. Extensive experience with pharmacy customer service and service recovery using PATS-R system, Secure Messaging, etc. Extensive knowledge of Scriptpro and Pyxis. Physical Requirements: The work requires regular and recurring physical exertion, involving standing or sitting for prolonged periods of time, typing, walking distances within the medical center, lifting/ carrying (up to 40 pounds) of pharmaceutical supplies, and bending/stooping/stretching.
