The Pharmacy Technician supervises the functions in areas of the pharmacy, e.g., outpatient pharmacy, controlled substance vault, procurement, various storage areas, offices, and patient care areas, under the supervision of the of the Pharmacy Supervisor, Chief of Pharmacy, or a pharmacist in charge in their absence.
Duties
The Pharmacy Technician serves with considerable independence in all areas of pharmacy activity under the general supervision of the Chief of Pharmacy, Pharmacy Supervisor or the pharmacist in charge in the absence of the first two.
1. The incumbent works closely with the Pharmacy Leadership in establishing overall operational policies and procedures in accordance with manuals, directives and memorandums.
2. Coordinates and publishes monthly work schedules, provides timekeeper functions, approves leave requests, adjusts work schedules as required for GS-6 and GS-7 pharmacy technicians, students, and volunteers.
3. Directs, trains, and critically reviews the work of other Pharmacy Technicians, students, volunteers, and trainees as assigned.
4. Ensures that all work functions are completed in a timely basis to include monitoring of crash carts, clinic and ward orders, clinic and ward inspections, solves medication mailing problems and monitors the security of the pharmacy and controlled substances. Serves as the first line problem reviewer of technical and customer service issues.
5. Enters and monitors work order requests as needed, reporting safety concerns to the Pharmacy Supervisor/ Chief of Pharmacy.
6. Assigns and reviews inspection of assigned areas, checking for outdates, over or under stocked items, condition of products, maintaining all pharmacy areas and equipment in a clean, neat, and organized fashion.
7. Analyzes workflow, specialized equipment, and formulary for improvement and training needs of the service.
8. Investigates and provides service recovery/resolution for congressional inquiries, PATS-R, JPSR, speak to the director, or other programs that provide feedback or concerns to the Pharmacy Service.
9. Monitors, tracks, and trends power app data for call center inquiries.
10. Tracks and trends pharmacy quality assurance information.
11. Responsible for GEMS program inside the pharmacy.
12. Oversees automated dispensing cabinet (ADC) inventory and inspection.
13. Responsible for drug recalls through VA Salesforce program.
Other duties as assigned.
Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education or Experience. A high school diploma or equivalent; or at least 3 months experience.
Certification. Certification by the National Pharmacy Technician Certification Board (PTCB) is required at grades GS-6 and above.
Must be proficient in written and spoken English.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
GS-8 Experience. One year experience at the next lower level (GS 7) and must fully meet the KSAs at the next lower level which is :
1. Ability to evaluate, analyze workflow, and coordinate work activities; 2. Ability to independently gather, evaluate, and analyze data to generate reports and/or for other projects/statistical purposes; 3. Knowledge of pharmacy policies and procedures sufficient to train and orient new employees and other staff ; 4. Comprehensive knowledge of the operation and care of specialized pharmaceutical equipment; 5. Comprehensive knowledge of the procurement and formulary process; 6. Comprehensive knowledge of investigational drug policies and procedures; 7. Comprehensive knowledge of controlled substance policies and procedures, and the ability to identify and investigate discrepancies in these policies and procedures; 8. Comprehensive knowledge of, and ability to, analyze data in VA information systems.
In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*): (b) Demonstrated Knowledge, Skills, and Abilities *1. Knowledge of human resource management policies and procedures, and the ability to supervise various levels of pharmacy technicians and other technical personnel (for supervisory assignments). *2. Ability to apply management and leadership principles. 3. Ability to communicate orally and in writing. 4. Extensive working knowledge of the pharmacy operation. 5. Ability to assess staff needs and provide appropriate training.
Preferred Experience:
More than 1 year VA outpatient pharmacy supervisor experience
Experience with scriptpro inventory management
Experience and previous responsibilities with VA salesforce recall program
Experience with managing schedules and timekeeping (VATAS)

The full performance level of this vacancy is 8. . The actual grade at which an applicant may be selected for this vacancy is GS 8.
Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds
