The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Commander's Support Staff(CSS).
Duties
Plans, organizes, and directs the activities of the Commander's Support Staff, ensuring that work complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities over assigned civilian and military personnel.
Represents the AFMAA Commander and Support Staff with a variety of installation and functional area organizations.
Manages Human Resources Programs encompassing 2 Directorates, 7 Divisions, and 10 Geographically Separated (GSU Operating Locations (OLs.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes management, oversight, and directing program segments that is responsible for developing the goals and objectives that integrate organization Human Resource (HR), manpower, and commander's by-law programs and internal control objectives; establishing policies and procedures for accomplishment of HR, manpower, and commander's programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and skill in the application of HQ USAF, DoD, OPM, and local joint base-level management principles, concepts, and methodologies of human resources, to include; civilian and military personnel, civilian and military training, manpower management directives, concepts, procedures, guidance, and policy.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
4. Ability to communicate effectively both orally and in writing; present, negotiate, and defend complex, sometimes controversial advice, positions, and issues; and gain cooperation from others through technical competence, tact, courtesy, and diplomacy.
5. Knowledge of and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning Human Resource Management for complex, diverse organizations.
6. Skill in interpreting federal personnel management policy and regulation guidance to ensure local procedures is in compliance with applicable directives; Skill in planning, organizing, coordinating, and directing complex projects in areas of responsibility.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
