Duties

The position serves as a Purchasing Agent for the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area. This position primarily performs Purchasing Agent work to acquire supplies, services, and construction by purchase, rental, or lease through (a) delivery orders and/or (b) small purchase procedures. Duties include but are not limited to, Conducts purchasing for a VA Medical Center, and supported catchment area, under the micro purchase threshold and must have knowledge of the Federal Acquisition Regulation (FAR), VA Acquisition Regulations (VAAR) and other federal procurement laws. Purchases various equipment, supplies, and services through the use of the government purchase card for micro purchases. Reviews and edits purchase requests to ensure the item or service is adequately described based on the requester's need. Ensures all information has been provided and the request is consistent with legal requirements. Obtains necessary product information, price information and procedures for written or verbal purchase orders. Utilizes different ordering, reporting procedures, and purchasing methods depending on the type quantity, dollar value, and urgency of the requirement. Duties include creating 2237s, completing Purchase Orders, eCMS (FORCE) entries and verify vendors in the VHA system of record prior to placing an order. As a subject matter expert, the incumbent will provide general guidance to potential vendors on requirements and information needed to be entered into the VHA's local vendor file. The incumbent will utilize various web-based portals to order items from awarded contracts to include the Department of Defense's Electronic Catalog (ECAT) and the Medical Surgical Prime Vendor's site for ordering, tracking and monitoring procurement transactions. The incumbent will review Fund Control Points and verify the running balances to ensure procurement obligations are complete and approved prior to placing orders. Provides administration and oversight on orders and services. Represents the VA in discussions with vendors/contractors to obtain agreement on micro purchases and vendor/contractor compliance. Monitor vendor performance through personal contact, review progress reports, and discuss reasons for delays, failures, or price changes. Provides excellent customer service to medical staff, customers, vendors, and contractors and resolves issues in an expeditious manner to ensure requests and bills are processed in a timely and accurate manner. Resolves minor disputes and informal complaints among medical staff and customers and refer formal complaints to the immediate supervisor. Procures supplies and services to meet the purchase, rental, or lease needs of the organization. Examines incoming requests for completeness including presence of purchase request number, accounting codes, item description estimated cost, and quantity. Ensures all critical information is included in the solicitation package and develops unique selection criteria for each purchase. Prepare and issue contract modifications for changes in delivery schedule and sends formal correspondence to a variety of customers such as inventory management specialists, other service line contacts, and contracting officers as appropriate for the purposes of auditing documents, processing receiving reports, and payments. Advises approving officials and purchase card holders on purchase card program, procurement procedures and responsibilities while conducting random reviews in accordance with established Logistics and other departmental policy. Serves as the first line of contact for medical staff and customers in regard to procured items. Provides clerical support and coordination to approving officials and administrators. Performs a variety of receptionist, timekeeping, record keeping and miscellaneous duties in medical facility. Develops reports and spreadsheets, obtains, organizes, files and retrieves reports for briefing and presentation purposes. Incumbent will utilize Microsoft Office to create, edit and aggregate data necessary for expense tracking and Supply Chain management reporting. Ability to use Outlook Mail features to respond to Medical Center inquiries and calendar to set up, manage, and organize meetings. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/19/2024. Time-In-Grade Requirement: GS-5 Time-In-Grade Requirement: Applicants who are current Federal employees may be advanced without time restriction to positions up to GS-5 position if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment. Applicants must have held a GS-03 or higher to be eligible for the GS-05 level. GS-6 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. Applicants must have held GS-05 or higher for at least (1) year to be eligible for the GS-06 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education s described below: To qualify for this position at the GS-5 Experience: Must possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-04) in the Federal Service, that is directly related to the work of the position and has equipped me with the particular knowledge, skills and abilities to successfully perform the duties as Purchasing Agent. Qualifying specialized experience includes interpreting and analyzing purchase order requests for medical equipment and services; maintaining regular contact with vendors, contractors, medical center professionals and staff; utilizing a variety of databases and computer systems; purchasing equipment, supplies and services using an agency/organization purchase card; and reconciling charges and preparing and submitting reports. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed four (4) years above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university.(TRANSCRIPT REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond post-high school education beyond two (2) years and specialized experience as described above that demonstrates the ability to perform the duties of this Purchasing Agent position. To qualify for this position at the GS-6 level: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-05) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as Purchasing Agent. Qualifying specialized experience includes Purchasing various equipment, supplies, and services through the use of a purchase card; monitoring purchases and reconciles credit card billing statements; employing knowledge of a wide variety of standard and custom medical equipment, performing clerical or assistant duties in support of purchasing and procurement; communicating with staff and vendors/contractors to ensure requests are processed in a timely manner; working with medical staff to determine procurement needs and priorities; and utilizing a variety of automated systems to enter, update, revise, sort, and calculate data; and utilizing different ordering, reporting procedures, and purchasing methods NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week.
