About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. West Point is a self-contained city with housing, a Department of Public Works, libraries, hospital, fire department, chapels, and restaurants. Employees have access to Eisenhower Hall Theater, Hudson Valley's performing arts center, and recreational facilities.

Duties

Act as security officer for the Defense Civilian Pay System (DCPS) and the Automated Time and Attendance and Production System (ATAAPS). Perform a full range of Customer Service functions for the mission and installation and supported tenants which have various pay plans. Maintain Defense Civilian Pay System (DCPS) files and tables, perform local recordkeeping, and provide customer services to civilian employees. Process attendance data from timekeepers who do not have on-line access to the central database. Distribute activity level reports, including mission or erroneous attendance records, leave reports, and other ad hoc reports. Provide training and guidance to all U.S. Military Academy (USMA) and West Point Garrison timekeepers in their responsibilities to assure timely and accurate pay entitlement to employees. Notify and train timekeeper(s) on all management of system changes, system problems, and/or enhancements. Maintain functional knowledge of payroll system, policies, and procedures to effectively assist employees and the Consolidated Payroll Office in the resolution of payroll related problems. Answer civilian employee's questions regarding payroll adjustments; research historical records to detect sources of errors; and transmit pertinent records to the Consolidated Civilian Payroll Office for resolution. Maintain Defense Civilian Pay System (DCPS) tables such as personnel organization code tables and accounting code tables and identify and correct invalid/erroneous accounting information.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a Financial Management Level 1 Certified position which requires the incumbent to comply with requirements of this certification program within 24 months of entering the position.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

OR Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Accounting, Banking, Finance, or another related field. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages. GS-07 Specialized Experience: One year of specialized experience, which includes: 1) Providing guidance to customers on accounting, pay, and/or other financial regulations, laws, or requirements; 2) Utilizing payroll, personnel, and/or accounting systems or databases to perform payroll or timekeeping functions; AND 3) Assisting customers with resolving payroll related problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Accounting, Banking, Finance, or another related field. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. GS-06 and GS-07 Proficiency Requirement: This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5-minute sample with three or fewer errors.
