Duties
Provide consultation and advice services pertaining to EEO, affirmative action and related issues.
Serve as a first responder and advisor to the IC management officials and employees for all EEO and diversity programs.
Develop and implement the IC's Affirmative Employment Plan and program activities, including IC data analyses and reporting requirements.
Identifies targeted recruitment needs.
Makes recommendations regarding actions to be taken based on the analysis of the workforce in the IC and keeping the IC policies and practices in mind
Assists with IC targeted recruitment to underrepresented minorities, women, and persons with disabilities.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
- Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)
- Males born after December 31, 1959 must be registered with the Selective Service.

Qualifications
In order to qualify for an Equal Employment Specialist, GS-0260 at the GS-13 level, you must have 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: conducting projects to solve broad, difficult, and complex equal employment opportunity problems through systematic fact finding, analysis, and consulting efforts; providing human resources staff, employees and managers with information pertaining to EEO laws and regulations; developing and implementing affirmative action plans; preparing reports on EEO counseling activity or investigations into EEO complaints; advising offices of their disability program responsibilities including reasonable accommodation requests and technology related accessibility requirements.
