This position is located in the Office of Equity, Diversity, and Inclusion (EDI), National Institutes of Health (NIH). EDI is charged with enforcing the federal equal employment opportunity (EEO) laws for all NIH employees and applicants, establishing and maintaining a model EEO program, and fostering a workplace environment that is committed to diversity, equity, inclusion, and accessibility (DEIA).

Duties

The responsibilities include, but are not limited to, the following duties: Perform human resource management responsibilities with a focus on building a high-performance workforce; promote team-building, and a collaborative work environment; ensure goals and performance objectives are understood and met; and assess performance and provide timely feedback, recognition, and remediation. Supervise numerous projects, plans, or studies to design EEO programs that are vital to the EEO mission of the NIH, which affects fundamental employment and management policies, and practices of the agency. Possess and maintain knowledge of the most current Equal Employment Opportunity Commission (EEOC) cases and federal EEO laws (e.g., the Equal Pay Act of 1963, Title VII of the Civil Rights of 1964, the Age Discrimination in Employment Act of 1967, the Rehabilitation Act of 1973, and the Genetic Nondiscrimination Act of 2008), 29 C.F.R. Parts 1614 and 1630, Management Directives 110 and 715, and EEOC guidance. Provide training to management at all levels and staff on various EEO and DEIA topics. Plan, direct, and execute EEO and DEIA activities internal to the NIH. Plan, direct, and execute targeted outreach and recruitment activities. Review EEO compliance of a large, federated organization to ensure adherence with EEO laws and regulations. Evaluate the effectiveness of the EEO program and advise the Resolutions and Equity Division Director on potential actions to correct or strengthen the agency's compliance with EEO laws and regulations. Provide technical advice and consultations to NIH and Department of Health and Human Services management officials concerning the preparation and monitoring of detailed affirmative action plans and make recommendations based on their expert analyses of NIH workforce demographics, organization structure, and utilization of employees by various categories (e.g., race, ethnicity, sex, and disability). Provide advice and leadership to EDI staff, which is comprised of professional-level individuals who are EEO Counselors, EEO Investigators, EEO Specialists, DEIA Strategists, Statisticians, Data Analysts, Reasonable Accommodations Consultants, Attorneys, Special Emphasis Program Managers, Administrative Professionals, Contractors, and other EEO professionals, in the area of systems administration, including responsibility for data analysis on both the program management and complaint areas. Research, interpret, draft, coordinate, produce, and review EEO and DEIA documents, slide decks, materials, speeches, blogs, talking points, agency-wide notices, fact sheets, web-based content, and other written materials that effectively communicate agency activities, programs, procedures, plans, and processes to a variety of internal and external audiences. Promote strong communication and collaboration with team members and across EDI to build policy coherence and coordination, and make policy and strategic recommendations to leadership. Represent EDI on office-related forums and conduct ongoing collaboration and outreach with stakeholders and partners across the NIH and HHS, and oversight organizations (e.g., EEOC, the OPM, Congress, the Office of Management and Budget, the Department of Justice, and the Merit Systems Protection Board).

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-15 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) Leading department or agency programs that deal with Equal Employment Opportunity, Civil Rights, Reasonable Accommodations, and/or Harassment; 2) Leading department or agency programs that deal with DEIA; 3) Managing numerous DEIA priorities, in a fast-paced, complex or federated environment; and 4) Utilizing communication software applications to develop new DEIA informational materials to include, flyers, brochures, graphics, imagery, videos and products for print or online distribution. The ideal candidate for this position would possess a Juris Doctor (JD) for the purpose of conducting legal sufficiency reviews of Racial and Ethnic Equity Plans, settlement agreements, EEO policies and procedures, NIH policies, plans, and procedures, final agency decisions, and letters of acceptance/dismissal; creating EEO-related policies and procedures; delivering training to customers by providing case law updates of seminal EEOC case law, and overseeing the legal work products of EDI staff.
