Strategic Branch Director leads strategists in providing technical, authoritative advice and guidance on the MD-715; consulting with leadership leaders and eliminating identified barriers related to the workforce. MD-715 is a directive to federal agencies issued by the Equal Employment Opportunity Commission (EEOC) to ensure a diverse and inclusive workforce as a strategic tool to assist in developing action plans to establish and maintain affirmative programs for equal employment opportunities.

Duties

-- Leads the planning and execution of major studies to identify employment policies, procedures, practices or conditions that limit or tend to limit employment opportunities for members of a particular EEO group based on their sex, race, ethnic background, or disability status; -- Serves as Point of Contact for barrier analysis contractors; --Analyzes the NIH workforce to identify particular occupations, organizations, and lines of progression (career ladders) in which diverse groups are underrepresented; --Conducts qualitative research through focus groups and interviews for non-barrier analysis projects; --Develop and maintain relationships with trans-NIH partners to implement diversity and inclusion plans; --Manages the MD-715 Technical Assistance Group (TAG); --Assist with data analysis work for MD-715 (Parts I and J and the State of the Agency report) --Assist Special Emphasis Portfolio (SEP) Strategists with investigative plan analyses; --Identify missing data sources needed for barrier analysis, investigative plans, or MD-715 (for example, SGM data, training data, and exit interview data.) --Develop evaluation metrics to inform the design of strategies related to civil rights/EEO/Diversity and Inclusion; --Present barrier analysis results to trans-NIH offices as well as at national conferences and meetings; -- Conducts research on the impact of current laws and governmental policies in the field of civil rights, EEO, Diversity, and Inclusion; -- Performs short-term consulting, research, or evaluation projects to answer specific civil rights, EEO, Diversity, and Inclusion questions from customers in the ICs. --Works closely with assigned IC top management, the incumbent provides consultation and advice to assist leaders in identifying institutional barriers to equal employment opportunity and inclusion, and to assist them in planning and carrying out affirmative action strategic planning; Serves as an advisor to the IC management officials and employees for all EEO and diversity programs, including plans submitted for the MD-715 data call to ICs; --Serves as an ex-officio member of senior-level IC Search Committees, Promotion and Tenure committees/boards, IC Performance Review Boards, and other EEO-related groups; --Serves on inter-agency committees and task forces, which are organized for the purpose of addressing problems and issues relevant to civil rights, EEO, and diversity and inclusion at NIH. -- Knowledge of computer systems, methods, and applications, including the application of commercial statistical and data management software packages for compiling and processing experimental data, and performing statistical analysis.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-14 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing leadership to managers, employees and other Equal Employment Specialists in the pursuit of Reasonable Accommodation requests; providing training on Reasonable Accommodations and Equal Employment Opportunity policies, procedures and regulations to employees and managers; and providing guidance and making recommendations on language access, reasonable accommodations and Equal Employment Opportunity.
