These positions are located in a division of the Office of Defense Trade Controls Licensing (DTCL) in the Bureau of Political-Military Affairs, Directorate of Defense Trade Controls (PM/DDTC).
PM/DDTC works to ensure commercial exports of defense articles and defense services advance U.S. national security and foreign policy objectives.

Duties
At the GS-12 level the incumbent performs essentially the same duties as outlined below; however, the scope/complexity of assignments are of less responsibility/independence and receives closer supervision than the GS-13 level.
Reviews cases in assigned commodity categories (e.g. military electronics, arms and ammunition, aircraft, etc.) to identify all pertinent legal, policy, regulatory, and related procedural considerations.
Coordinates decisions to approve or deny license applications as well as manufacturing, technical assistance, and distribution agreements.
Conducts discussions with U.S. industries on individual cases prior to submission as well as during the review process.
Performs licensing data analysis to support and inform policy making officials.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
GS-12 Applicants:
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience reviewing munitions export license applications to ensure compliance with U.S. export control laws and regulations.
Experience advising applicants or agencies on arms export policies and practices.
There is no substitute of education for specialized experience for the GS-12 position.
GS-13 Applicants:
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience evaluating munitions export license applications to ensure compliance with U.S. export control laws and regulations.
Experience making recommendations to address or reconcile potential munitions export problems.
Experience advising applicants or agencies on arms export policies and practices.
There is no substitute of education for specialized experience for the GS-13 position.
