You will serve as a FINANCIAL MANAGEMENT ANALYST in the BUDGET & STATISTICS DIVISION, COMPTROLLER DEPARTMENT at the PORTSMOUTH NAVAL SHIPYARD.

Duties

You will perform or advise on work in any of the phases or systems of budget administration. You will formulate budget estimates to support plans, programs, and activities. You will review and evaluate budget requests. You will analyze and recommend costs and benefits of alternative methods of financial management. You will provide advice on effective and efficient methods for the acquisition and use of funds.

Requirements

  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience interpreting budgetary policies, precedents, procedures, and regulations. Experience identifying, analyzing, and resolving a range of budgetary problems such as developing alternative methods of funding. Experience formulating budget estimates for programs in which funding requirements have changed significantly. Experience applying qualitative and qualitative techniques and analytical studies related to management improvements, productivity improvements, and to propose recommendations. Experience in leading audits, studies and analyzing organization plans. FOR GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying functions, goals, objective, work processes, and funding sources sufficient to related needs and accomplishments. Experience comprehending policies, precedent, regulations, and guidelines of a function area such as financial oversight, budget formulation, and/or budget execution. Experience analyzing and evaluating changes in program plans and funding and/or budgetary relationships. Experience applying analytical and evaluation techniques to identify or resolve problems of procedural or factual nature. Experience participating in audits, studies and analyzing organization plans. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

FOR GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a master's degree
OR
Possession of an LL.M. if related to this position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience

FOR GS-09:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
