The primary purpose of this position is to plan and manage the local and regional marketing programs for 367 Recruiting Group to include the development and implementation of marketing, advertising.

Duties

DUTY 1: Develops, plans, and recommends advertising/marketing strategies for the 367 Recruiting Group to ensure target populations are informed of benefits, advantages, and activities of the Air Force Reserve. DUTY 2: Conducts analysis on advertising efforts and trends affecting the entire command using various analytical and statistical methods and techniques. DUTY 3: Develops and recommends advertising/marketing plans, procedures, strategies, and programs using established management principles and pertinent governing regulations. DUTY 4: Analyzes and evaluates the effectiveness of advertising/marketing campaigns, developing and proposing additional or modify existing programs based on the results supporting reserve recruitment goals. DUTY 5: Serves as the 367 RCG liaison with the USAF Recruiting Service (active military) and other government agencies' recruiting organizations (Navy, Army, Marines, Air National Guard, Coast Guard) regarding marketing/advertising programs for the respective services and as the focal point for the Joint Advertising, Market Research and Studies (JAMRS). DUTY 6: Develops and administers annual budget and operational financial planning, ensuring that program objectives are met. DUTY 7: Participates in special projects and initiates and performs special assignments.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of marketing and business practices, principles, techniques, and methods; analytical skills involved in the collection, interpretation, and evaluation of information; imagination and creativity in achieving program objectives; Conduct market research, sponsorship and promotion and skill in applying them to the AFRC officer and enlisted recruiting programs. Knowledge of analytical and evaluation method s and the application of these techniques or models to issues or studies concerning the implementation, efficiency and effective ness of the AFRC officer and Enlisted recruiting programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related may be used to qualify applicants for positions at grade GS-11. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of statistical theory and techniques and a thorough knowledge of the methods, principles, and characteristics of statistical approaches. 2. Knowledge of advertising and marketing policies, procedures, and methods to evaluate strengths or weaknesses, and to develop new or alter existing programs to meet desired goals and promotes investment. 3. Knowledge of market research methods and techniques to perform research analysis and evaluate promotional strategies to identify customer needs. 4. Knowledge and skill in applying statistical, analytical, and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program. 5. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems and identify trends. 6. Ability to recognize and define problem areas, apply marketing research techniques, and analyze information for presentation to management. 7. Ability to communicate effectively, both orally and in writing, to gain cooperation and diplomacy. 8. Ability to plan and prepare statistical reports, on a continuing basis, where sources of data are widely varied in nature and characterized by diversity in classification, time periods, degree of detail. etc. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
