Duties
Joining the Customs and Border Protection Office of Information and Technology will allow you to use your expertise in contract administration to improve the effectiveness and efficiency of processes. This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10). In this Business Specialist (Contracting Officer's Representative) position you will become a key team member of Homeland Security professionals initiating and conducting studies to improve the effectiveness of procurement and contract administration. Typical work assignments include:
Overseeing and participating in the identification, preparation, review, and solicitation of IT
procurement packages.
Conducting evaluations and reviewing work to ensure compliance with contract terms and conditions including technical compliance, agency and program performance goals, customer expectations and federal regulations.
Preparing Acquisition Plans, Performance Work Statements, Statements of Work, Independent Government Cost Estimates, and Request for Quotes/Proposals that accurately and effectively support mission requirements.
Tracking, analyzing, and reporting on data from various logs and Systems Applications and Products (SAP) reports to control and account for obligations, expenses, and the distribution of funds.
Identifying risks, threats and vulnerabilities for each IT task/discipline and providing guidance and recommendations to leadership.
Qualifications
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Performing Contracting Officer's Representative (COR) duties and serving as a liaison with customers and vendors.
Planning and coordinating the procurement process, as well as developing new approaches for use by team members/contracting personnel.
Monitoring contracts activities, cost, and contractor performance to resolve day-to-day matters.
Supporting the development of documents and implementing new policies and guidelines related to the procurement process.
Providing support, technical assistance, and recommendations to management in all matters relating to acquisition and procurement functions.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/09/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
