About the Position: Serve as Semiconductor Support Branch Chief, supervises 8 to 10 professional engineers and technicians. This is an interdisciplinary position which may be filled under any of the following titles and occupational series, depending on the qualifications of the applicant and needs of management: SUPERVISORY MECHANICAL ENGINEER - 0830 SUPERVISORY COMPUTER ENGINEER - 0854 SUPERVISORY ELECTRONICS ENGINEER - 0855 SUPERVISROY PHYSICIST - 1310 SUPERVISORY CHEMIST - 1320

Duties

Perform as a technical authority in the areas of project management and execution for Nuclear Weapons Effects (NWE) programs/projects. Design facility modernization programs and determines all technical requirements to ensure test, evaluation and assessment capabilities are meet. Plan and direct assigned developmental and mentoring programs to actively improve all testing practices and methodologies. Provide technical and administrative direction for the Semiconductor Support Branch. Identify new requirements and recommends to management test methodology investigations and research programs to yield desired results. Plan and conduct investigations into new and unconventional concepts, systems and techniques that support, expand or establish new areas of NWE and Homeland Defense. Review Standard Operating Procedures (SOP), facility test plans for each program and insures plans meet objectives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Must submit a Financial Disclosure Statement (OGE-450) upon entering the position and annually thereafter.
  • This position requires to obtain and maintain Certification in radiation handling 2-4 years and electromagnetic safety 1-3 years upon entry.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires the incumbent to obtain Practitioner Level II Career Level certification in Acquisition Career Field Test and Evaluation within 60 months of appointment.

OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4. Related Curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. (You MUST submit a copy of your transcripts along with a letter of reference stating that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. The letter must be signed by the engineer who provided the professional engineer supervision. It must also include their name, phone number, and list their engineer credentials such as engineer education or professional certificates). Basic Education Requirement for Physcist - 1310 Series: A. Degree: Bachelor's degree (or higher degree) in physics, or related degree which includes at least 24 semester hours in physics. My course work includes a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound. (Note: You must attach a copy of your transcripts.) OR B. Combination of Education and Experience: Combination of education and experience which includes courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. My course work includes a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound. (Note: You must attach a copy of your transcripts.) Basic Education Requirement for Chemist - 1320 Series: A. Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering which includes 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. (Note: You must attach a copy of your transcripts.) OR B. Combination of Education and Experience: Combination of education and experience which includes course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. In addition to meeting the basic education requirement(s) above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes performing test and evaluation on performance Semiconductor and recommendations to resolve engineering and/or scientific problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11/NH-02).
