The position is located in the Office of Research Operations of the Office of Intramural Research (OIR) of NIH and serves within the OIR as Director for its Office of Research Reporting and Digital Platforms.

Duties

As a Technical Information Specialist, your duties will include, but are not limited to the following: Visual and functional optimization and regular updating of the websites and web portals. Ensures 508 compliance of digital platforms of the OIR. Works with leadership of each OIR office and division to ensure accuracy, readability, and attractiveness of websites. Ensures uniformity of branding to render all OIR Program websites recognizable as belonging to and coming from that Office. Provides expert technical advice, guidance, and recommendations on critical strategies and functions involving systems, for collecting, cataloging, storing, and disseminating specialized information, and in the development of new or modified solutions to highly complex problems. Consults with members of the scientific research community within and outside of the agency to keep abreast of the state of the art in linguistics, information storage and retrieval and automated documentation practices. Studies and evaluates the potential effectiveness and efficiency of new concepts and technologies which may advance the mission of the Institute or Center. Analyzes, refines, and improves systems based on testing and review/screening of user input/feedback. Serves as technical resource for the preparation of system requirements documentation and writes functional specifications for system development projects.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-13 level, if you meet the following qualification requirements: In order to meet the basic education requirements, you must have: A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled; OR Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of technical information processing; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum; OR A combination of education and experience as described above. In addition to meeting the basic education requirements: In order to qualify at the GS-13 level, you must demonstrate in your resume at least one year of qualifying specialized experience equivalent to the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: modifying standard information practices, precedents and techniques and adapting automated systems to solve a variety of information organization, access, and dissemination problems; indexing, retrieving and evaluating specialized scientific and technical materials in the biomedical field; participating with other technical information specialists, systems analysts, and computer specialists in planning, designing, testing, implementing and evaluating computer applications and related technology for application to library processing; and evaluating the efficiency of operations and quality of products for Information Technology (IT) projects and recommending improvements.
