THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a Logistics Management Specialist, Position Description Number D1177000 and is part of the Georgia Army National Guard located at the Joint Force Headquarters facility in Marietta, Georgia.
This is a full-time, Excepted Permanent, dual status position which requires Georgia Army National Guard Membership.
Area of Consideration: Open to current members of the Army National Guard.
Duties
As a Logistics Management Specialist, GS-0346-09, you will:
Develop, implement and evaluate the logistic policies for the organization. Serve as the primary advisor for the command in the area of logistics operations. Oversee and review unit level feeder reports. Analyze and/or prepare the logistics and equipment readiness areas of the organizational readiness report. Review, analyze, and provide recommendations relative to proposed MTOE and/or force structure changes to determine the impact on equipment authorizations. Keep abreast and ensure the implementation of new policy statements, regulations and directives issued by higher headquarters concerning logistic activities. Provide guidance and assistance to ensure command programs have been implemented and evaluates their effectiveness in subordinate elements. Plan for the establishment and operation of the Administrative and Logistics Operations Center (ALOC). Develop and implement tactical standard operating procedures for logistics.
Ensure compliance with the command supply discipline program, command maintenance discipline program, and other directed command inspection programs. Assist in the preparation for and execute additional command level inspections in the area of logistics and maintenance. Oversee the duties of the Property Book Officer (PBO). Advise the commander of equipment on hand and equipment readiness issues. Direct the maintenance priority of support to unit equipment. Make decisions based on the commander's guidance and intent in the area of property assignments. Coordinate and ensure the completion of change of command inventories and reports of survey. Direct, review, and make recommendations on investigations of incidents involving property loss or damage.
Provide guidance and funds management for all decentralized logistic funds. These may include secondary stock funds, office supply accounts, transportation funding, and various classes of supply. May serve as the approving official for government purchase card expenditures.
May be required to represent the National Guard and the unit Commander in the community. Provide logistical support for community activities such as parades, celebrations, military funerals, etc. Coordinate with civic officials, club officers and school officials for such things as recruiting activities, communities support projects, natural disaster or civil disturbance planning, use of facilities for training for such things as recruiting for such things as recruiting and security of those facilities.
Provide technical guidance and assistance to all organizational logistic personnel pertaining to the accountability of all property assigned to the organization. Plan, organize and assign work to employees engaged in logistical work assigned at the command level. Revise assignments or details employees to other duties as necessary to meet changing work situations, deadlines, or priorities. Prepare requests for filling vacancies to meet workload requirements. Participate in the selection of subordinates from lists of eligibles. Establish performance standards and evaluates employee performance. Prepare formal requests and recommendations for promotions, reassignments, etc. Recommend recognition for outstanding performance. Provide initial approval/disapproval of leave. Receive and resolve or participates in the resolution of grievances, or forwards to higher level management for resolution. Act to resolve disciplinary problems, or forwards to higher level management for resolution. Formulate plans for equal treatment of all employees. Assure position descriptions are accurate. Inform employees of all aspects of personnel programs of the installation, either answering routine questions or obtaining information from specialist when more technical answers are required.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications
GENERAL EXPERIENCE: Do you possess experience, education or training involving judgment and/or analytical ability in the logistics field and using computer and automation systems?
SPECIALIZED EXPERIENCE: Do you possess 24 months of specialized experience, education or training involving detailed knowledge of organizations and their functions in logistical support (i.e., supply, maintenance, quality assurance, facilities); integrating actions of a variety of specialized support activities in order to meet program goals; interpreting and applying regulations, laws or practices; planning and organizing work assignments?
Education
If you are using Education to qualify for this position: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
