The purpose of the position is to provide substantive budget and account assistance to the Administrative Officer, and to serve as the park's primary contact for human resources and housing management. The incumbent performs all of the technical tasks necessary to successfully administer these programs and provides information, advice, and assistance to the division chiefs and Superintendent in these areas.

Duties

The Administrative Technician is part of the four-person Administrative Team at Theodore Roosevelt National Park. Theodore Roosevelt National Park also provides IT support and limited Administrative Support to two other National Park sites in North Dakota. This position focuses on: Budget and Financial Management: Using automated financial systems, performs a variety of day-to-day tasks managing an over $4 million budget from various fund sources; researches issues and recommends solutions/adjustments; performs audits of various activities. Human Resources Management: Acts as park liaison with Servicing Human Resource Office; uses automated personnel system to enter personnel actions; assists with PIV card management; assists supervisors with hiring; acts as park workers compensation coordinator; serves as backup timekeeper. Housing Management: Administer all aspects of a housing program; manages housing assignments; uses an automated system to enter tenant data for payroll deductions; liaison with maintenance staff for housing improvements or corrections. General Administrative Support: assist with standard office functions such as receptionist, mail, and office machine maintenance; obtain and maintain government purchase card for bill payments and general office supplies. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-08/14/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-06 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities need to successfully perform the duties of the position. This experience includes activities such as:: coordinating the operating budgets; verifying expenditures and record expenditures from purchase documents; recommending program adjustments to resolve discrepancies; preparing human resource employment paperwork and orienting new employees, initiating personnel actions in an automated system, transmitting human resources related documentation to theservicing office; administering a workers' compensation program by setting up files and consults on routine matters; managing a housing program, including coordinating housing assignments and calculating rents; and/or providing a wide variety of administrative support services to enable efficient operation of a business or program office.You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
