Duties
The Supervisory Intelligence Research Specialist (SIRS) of this position reports to a second line supervisor of the assigned Division. In this position, you will manage subordinate staff who are directly engaged in providing the CBP IE and operational stakeholders with intelligence products that
inform and enhance their ability to make strategic, operational and tactical decisions in support of CBP operations directed at threats to border security.
This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10) with promotion potential to $181,216 (GS-14 Step 10).
Major duties include, but not limited to:
Managing subordinate staff who are directly engaged in providing the CBP IE and operational stakeholders with intelligence products that inform and enhance their ability to make strategic, operational and tactical decisions in support of CBP operations directed at threats to border security.
Leading change by supporting the identification and implementation of goals and objectives that further the effectiveness of IE counter threat operations. These goals and objectives will align with the IE component office goals and objectives as well as the Commissioner's priorities and CBP IE initiatives.
Collaborating across areas of responsibility within the component office, as well as with other CBP IE components, to advance the IE mission, strategy, and programs; supports the CBP Commissioner's priorities; and executes intelligence functions in support of CBP operations. The incumbent, in collaboration with management, sets short and long range planning goals, and develops and assigns work plans accordingly.
Leading people, directing and managing subordinate staff engaged in providing intelligence analysis, operational support, and program or project management of the CBP IE. Assures that subordinates understand and comply with constitutional, legal, departmental and agency policies and regulations as they oversee intelligence staff program execution.
Qualifications
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Contributing to the short- and long-term planning through in-depth research and analysis regarding threats to border security.
Identifying intelligence gaps and assisting with the development of associated Essential Elements of Information required to satisfy and close intelligence gaps.
Compiling, collating, extrapolating, and exploiting information from a variety of sources, using creative methodology for unusual problems.
Conducting studies, preparing intelligence reports, and delivering briefings to manager and operators to enhance understanding and acceptance of findings and recommendations.
Representing the organization on working groups and committees

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/09/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
