This position is located in various directorates, divisions, and offices throughout PFPA, supporting investigations involving: criminal acts; protective intelligence matters; personnel misconduct; administrative matters; inspections and PSMs. Positions are located in the Threat Management Directorate.
Duties
Incumbent typical work assignments may include the following:
Maintains an area of assigned responsibility in order to implement the security plan in support of the safety of the HRP.
Performs the full range of criminal investigative duties, involving criminal. administrative violations against persons and property.
Conducts crime scene processing for evidence, records crime scene.
Recommends necessary corrective action for identified deficiencies.

This position is covered by the law enforcement officer retirement provisions of 5 U.S.C § 8336(c) and 5 U.S.C. § 8412(d). In accordance with DoDI 1400.25-V336, January 22, 2015, the maximum entry age for covered primary positions is 37. Applicants for this position must be appointed by the last day of the month in which they become age 37, unless there is sufficient prior Federal Service in a covered primarily law enforcement or firefighter position to permit retirement on or before the mandatory retirement age for these types of positions. The age restriction may not apply if you are a preference-eligible veteran and you are granted a waiver. However, there is no guarantee that an exception will be granted.
This position is identified as a covered position under the PFPA Civilian Mobility Program, Regulation 1400.24. Candidates selected for this position on or after 02/13/2018 must sign a mobility agreement as a condition of employment. PFPA may relocate covered positions and covered employees in permanent changes of duty station between PFPA duty locations in the National Capital Region; Raven Rock Mountain Complex (Adams County, Pennsylvania); Glynco, Georgia; Harrisburg, Pennsylvania or Baltimore, Maryland and potentially other locations to improve mission effectiveness or enhance individual career progression.
The employee may be required to travel extensively outside the continental United States (OCONUS) in combat zones, as well as outside of the assigned office commuting area to conduct investigations with a DoD nexus; attend trainings, meetings and conferences; provide, or gather information, and to receive or present briefings.

You may qualify at the GS-12 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates:
1) Conducting criminal or administrative investigations or protective service related to personnel or facilities; and
2) Providing guidance to officials involved in investigations or protective service operations; and
3) Presenting reports of investigation or special security assessments to internal or external partners.
You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates:
1) Plans, organizes and conducts surveillance, interviews-suspects, subjects, complaints, and witnesses; and
2) Conducts crime scenes processing for evidence, records crime scene; and
3) Analyzes criminal complaints, determines certain patterns and trends of related to criminal activities, and recommends appropriate action to be taken consistent with investigative findings.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ACTIVE-DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
