The Criminal Investigator and Special Agent position conducts the full range of criminal investigative and protection intelligence duties to support the Pentagon Force Protection Agency (PFPA) mission. Positions are located in various PFPA directorates. This position is a GS-12/13 (full performance level GS-13).

Duties

Incumbent typical work assignments may include the following: Prepares investigation or incident reports that detail investigation findings. Plans, organizes and conducts comprehensive investigations involving sensitive issues impacting the DoD/WHS personnel and facilities Plans, organizes and conducts complex investigations involving alleged fraud and violations of numerous Federal Acts impacting labor law provisions, DoD contracts, and other Federal statutes Plans, organizes and conducts covert surveillance; interviews suspects, subjects, complainants, and witnesses; administers oaths; applies for and serves search warrants, subpoenas, and conducts searches; and makes apprehensions/arrests. Serves in Protective Security Missions during major events Conditions of Employment: This position is covered by the law enforcement officer retirement provisions of 5 U.S.C § 8336(c) and 5 U.S.C. § 8412(d). In accordance with DoDI 1400.25-V336, January 22, 2015, the maximum entry age for covered primary positions is 37. Applicants for this position must be appointed by the last day of the month in which they become age 37, unless there is sufficient prior Federal Service in a covered primarily law enforcement or firefighter position to permit retirement on or before the mandatory retirement age for these types of positions. The age restriction may not apply if you are a preference-eligible veteran and you are granted a waiver. However, there is no guarantee that an exception will be granted. LAUTENBERG AMENDMENT: This position requires the incumbent to carry a firearm. Any person who has been convicted of a felony or misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, USC Section 992(g)). A felony or misdemeanor crime of domestic violence is generally defined under the statute, as an offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent or guardian. The term convicted, as defined in the statute, excludes any person whose conviction has been expunged, set-aside or pardoned, or any person whose civil rights have been restored, so long as such restoration does not restrict the shipping, transport, possession or receipt of firearms or ammunition. Candidates who have been convicted of a felony or misdemeanor crime of domestic violence within the meaning of the referenced statutes are not eligible for the position. This position is identified as a covered position under the PFPA Civilian Mobility Program, Regulation 1400.24. Candidates selected for this position on or after 02/13/2018 must sign a mobility agreement as a condition of employment. PFPA may relocate covered positions and covered employees in permanent changes of duty station between PFPA duty locations in the National Capital Region; Raven Rock Mountain Complex (Adams County, Pennsylvania); Glynco, Georgia; Harrisburg, Pennsylvania or Baltimore, Maryland and potentially other locations to improve mission effectiveness or enhance individual career progression. The incumbent of this position must be in constant state of physical readiness and must be capable of demonstrating maximum physical exertion without warning. Any hesitancy, reluctance, or inability to fully engage in a critical situation that requires full unrestricted physical capabilities could have tragic, if not fatal, consequences The following medical requirements apply to all employees: good near and distant vision, ability to distinguish basic colors, emotional and mental stability, and the ability to hear the conversational voice. In addition, the position requires common physical characteristics and abilities in agility, dexterity, and strength to endure regular and recurring physical exertion such as long periods of standing, walking, driving, bending, stooping, carrying, or moving heavy or unwieldy objects over 50 pounds, running, climbing, crouching, crawling and kneeling during pursuit possibly in restricted, dark and hot or cold spaces, or defending oneself or others against possible exposure to explosives, chemicals, or other weapons of mass destruction (WMD) This position is Mission Essential. Mission Essential employees are expected to report for, or remain at, work in dismissal or closure situations due to adverse weather conditions, natural disasters, or other emergency situations (e.g., building closure due to power outage) causing disruptions of government operations, unless otherwise directed by their supervisor The employee may be required to travel extensively outside the continental United States (OCONUS) in combat zones, as well as outside of the assigned office commuting area to conduct investigations with a DoD nexus; attend trainings, meetings and conferences; provide, or gather information, and to receive or present briefings.

  • As a Criminal Investigator representing PFPA, it is essential that the incumbent present a professional and competent image, providing appropriate responses, as well as maintain clean and neat attire, and a well-groomed, tidy appearance
  • This position falls under the Law Enforcement Availability Pay (LEAP) Act. Incumbent is required to work an additional 2 hours per day (10-hour workday) in order to receive the 25% Availability Pay allowance as this Act specifies.

Moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning. Sufficiently good vision in each eye, with or without correction; Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz level. Possess emotional and mental stability. In addition to the Basic Requirement listed above, you must meet the qualification requirement for the grade(s) to which you apply. You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of experience in the same or similar work equivalent to at least the next lower grade level (GS-11) requiring application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in: Conducting criminal or administrative investigations or protective service related to personnel or facilities; and, Presenting reports of investigation or special security assessments to internal or external partners. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of experience in the same or similar work equivalent to at least the next lower grade level (GS-12) requiring application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in: Planning criminal or administrative investigations or protective service related to personnel or facilities; and, Providing technical guidance to peers regarding investigations or protective service operations; and, Presenting reports of investigation or special security assessments to internal or external partners. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
