About the Position: This position is with the 80th Training Command (TASS), Office of Force Development located at Richmond, Virginia.
Duties
Analyze force structure initiatives affecting Table of Distribution and Allowances (TDA).
Develop alternative methods for achieving force structure end state.
Advise subordinate units concerning manpower, force structure and equipment matters.
Coordinate with staff on Table of Distribution and Allowances (TDA) changes with respect to the impact on resources.
Develop guidance in relation to manpower and force structure.
Establish measurement components of workload data for functional analysis studies and administration of command structure and manpower requirements.
Analyze organizational structures, missions, functions and workloads for productivity, efficiencies and improvements.
Develop theories or concepts associated with the allocation of manpower resources for a military organization in accordance with established policies and procedures.
Evaluate stationing planning factors to recommend long range stationing plans for maximum organizational readiness.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to obtain and maintain a Secret clearance.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes 1) conducting organizational studies; 2) reviewing force structure actions for corrections; 3) applying manpower management policies and procedures; 4) briefing management officials on manpower and force structure issues; and 5) utilizing authorization documents to determine personnel requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
