You will serve as Program Analyst (Targets Program Analyst),
THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.
Duties
You will serve as the Targets Program Analyst, providing program management support to the Deputy Branch Head for Navy Target Programs.
You will analyze and recommend resource requirements for the procurement, operations, sustainment and modernization of Navy targets and associated peculiar support equipment.
You will support all staffing actions related to the development of Planning, Programming, Budgeting and Execution (PPBE) products for Navy target programs of record.
You will coordinate Program Requirement Reviews (PRR) in support of the annual N94 Program Objective Memorandum (POM).
You will prepare for review and approval issue papers, slides, and responses to Navy, Director, Test Resource Management Center, Director, Operational Test and Evaluation and Congressional inquiries.
You will monitor all Navy Target Program Elements for compliance with OSD execution benchmarks and in response to FMB and OSD Comptroller reviews.
You will conduct frequent queries of the Program Budget Information System (PBIS) database.
You will consolidate, organize and analyze budgetary changes to Navy Target Program Elements.
You will work with stakeholders to establish and prioritize requirements contributing to the procurement, employment and modernization of Navy targets.
You will perform Navy Target Validation and Communication.
You will provide Navy Target Programs Oversight and requirements assessment.
Requirements

- You may be required to perform occasional travel.
Qualifications
Your resume must demonstrate that you possess at least one year of specialized experience equivalent to the next lowest grade (GS-12) in the private or public sector using knowledge in Planning, Programming, Budgeting and Execution (PPBE), project management, including broad insight into national, DoD, and DoN strategic priorities to support development of the annual Navy Program Objective Memorandum to
perform the following:
1) Applying broad knowledge of Major Range and Test Facility Base and Fleet Training Ranges to include, air, surface and undersea capabilities, fleet an/or joint training requirements, DoD acquisition program test and evaluation, requirements development Joint Capabilities Integration and Development System, and Navy aerial, undersea and seaborne targets.
2) Analyzing reports to report on issues, project/program execution, budgetary obligation and expenditure data.
3) Proposing solutions to identified problems and establishing relationships across stakeholders to achieve common objectives.
4) Analyzing and recommending resource requirements for the procurement, operations, sustainment and modernization of Navy targets and associated support equipment.
5) Preparing for review and approval issue papers, slides, and responses to Navy, OSD, and/or Congressional inquiries.
6) Monitoring all Program Elements for compliance with execution benchmarks and in response to Financial Management and Comptroller reviews.
7) Consolidating, organizing, and analyzing budgetary changes to Navy Program Elements.
8) Working with stakeholders to establish and prioritize requirements contributing to the procurement, employment and modernization of Navy assets.
