You will serve as a SUPERVISORY ENGINEER in the UNDERSEA TEST RANGES & FLEET READINESS DIVISION within the TEST AND EVALUATION DEPT of NAVUNSEAWARCENDIV KEYPORT WA.
This position is part of the Warfare Centers Personnel Demonstration Project. The ND-4 pay band encompasses positions equivalent to the GS-12 and GS-13.
Duties
You will lead, manage, and supervise project leads, engineers, technicians and other personnel in In Service Engineering Agent (ISEA) activities within the branch.
You will provide engineering and technical leadership, and logistics support of Fleet Test systems, which includes operations, maintenance, and deployment.
You will be responsible for understanding the requirements for future Fleet test capabilities and applications to support these ISEAs in developing new systems or changes to existing systems necessary in support of emerging fleet requirements.
You will be accountable for developing and monitoring metrics to assess the health of ISEA competencies.
You will be responsible to take action based upon these metrics to improve the health of their section's competencies and ensure their continued relevance to the Navy's current and future missions.
You will develop and manage workforce shaping strategies considering existing and future work profiles, customers, and requirements ensuring sufficient technical skills and capacity for internally and externally assigned work.
You will develop and revise procedures and processes for facility/infrastructure maintenance, facility planning/improvements, and lifecycle support.
You will be responsible for maintaining/improving the technical competencies within the section while planning for current/future workload and focusing on maximizing operational availability and reliability while minimizing cost.
You will manage, and lead government personnel in all technical disciplines.
You will develop, implement, and manage professional growth and training programs that improve technical, professional, and supporting skills, and ensure section personnel receive proper and meaningful performance/conduct feedback.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band ND-03 (GS-9/11 equivalent) in the Federal service, or in the public or private sector as a professional Engineer providing engineering project management in support of the evaluation or in-service engineering of an undersea project or program.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
