This position is located in the Logistics Service at the Hines VA. This position serves as a Property Manager in the Material Management Division of the Logistics Service and supported catchment area, with responsibility for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned areas.

Manages lifecycle of non-expendable assets in the VA and supported catchment area.
Conducts short, mid and long-term advanced planning for new and replacement NX assets, Utilizing enterprise-wide computerized planning tools.
Analyzes data to include projected lifecycle, down time, repairs rates, lost workload, cost depreciation, trade-in value and other factors which impact procurement decisions.
Utilizes a range of inventory principles, standard and non-standard methodologies, and concepts.
Participates in VISN and facility strategic planning to support major and minor construction projects, activation of new facilities, and reuse of existing space.
Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase of medical equipment and materials.
Advises the customer on equipment purchase recommendations utilizing the "best value" approach.- Reviews and reports back to Fiscal on listings of delinquent payments and receipts of equipment purchase orders.
Coordinates final disposition of NX assets, including the reutilization program; organizes requirements of hazardous materials disposal, IT sanitization control; and appropriate shipment and transfer method.
Manages and controls all inventory transactions for non-expendable medical equipment requests and transactions.- Identifies and rectifies asset management issues with other Services, VISN-level staff, or support contractors.
Supports other elements of the organization and performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.Work Schedule: Monday-Friday 7:30am-4:00pm.

GS-7 LEVEL GRADE REQUIREMENTS:EXPERIENCE: Must have one full year of specialized experience equivalent to at least the next lower grade (GS-5) in the Federal Service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Examples of Specialized experience include: Comprehensive knowledge of complex, standard, and non-standard inventory management, planning and lifecycle principles, concepts, and methodologies requiring the application of sound judgment and analysis to provide services and resolve problems associated with NX systems and processes. Ability to search for and analyze information. Understanding of supply principles, lifecycle management, planning, property inventory and accounting methods to resolve issues and improve operations. Broad knowledge of technical characteristics and uses of medical and non-medical devices. Knowledge of property classification and equipment specification data to accurately catalog a variety of non-expendable property acquired by the facility. Knowledge of ADP applications such as Financial Asset Package (FAP), Integrated Funds Distribution Control Point Activity (IFCAP), AEMS/MERS, SOARD/Maximo or similar NX inventory management systems. Ability to use various computer database applications, office software programs, and use websites to research items. Ability to use bar code scanning equipment and appropriate tagging equipment to implement property accounting systems. Practical knowledge of procurement law in order to determine required sources of equipment, purchase card program and simplified acquisition procedures. Ability to utilize effective communication techniques and methods orally and written.

EDUCATION: Must have successfully completed one (1) full year of graduate level education. OR, S.A.A. is based on 1.) class standing 2.) grade-point average, or 3.) honor society membership.1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. 2. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: a. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. 3. Physical Requirements: Involves a mix of working in an office environment to working in a warehouse to assist in processing new equipment receipts and entering into the EIL. A great amount of time walking and climbing stairs is required to conduct on-site inventories of EIL equipment. Lifting of up to 40 pounds is required when receiving new equipment at the facility and preparing for the sale of excess property. Work conditions are often indoors, but could occasionally be dirty, hot, humid or unusually cold when involved in property inventories, disposal of equipment, transferring of equipment between serviced locations and recycling centers.
Work Conditions: Work is generally in an office setting. Must posses a valid state driver's license or commercial driver's license (CDL) if required required to operate a motor vehicle or commercial vehicle.
