This position serves as a Supervisory Inventory Management Specialist for non-expendable (EX) assets/material in a VA Health Care System (VA HCS) and supported catchment area. Supervises multiple supply or material classes/series. Is recognized as Material Management Section's subject matter expert and serves as advisor and consultant to the Chief Supply Chain Officer (CSCO) and Assistant CSCO on property management matters for sound material management concepts, practices, and control of all personal property. Occupies a major position on the Facility Logistics Service staff and is critical to the operations of the medical center and supported catchment area.-Develops strategies for implementing expendable automated replacement systems, supply technologies and/or business practices.-Conducts short, mid and long-term advanced planning for expendable items and durable medical equipment.-Develops position descriptions and performance standards and conducts performance reviews.-Participates in facility and VISN strategic planning, quality management of the equipment program, equipment replacement planning on a progressive basis, integrated with management budgetary plans and consistent with life expectancy of equipment.-Utilizes performance improvement methodologies such as lean and six/sigma to improve the overall management of EX assets in the VAHCS and supported catchment area.-Conducts analysis and uses intensive knowledge of EX assets to make recommendations about standardization opportunities to local, VISN and national standardization initiatives.-Participates in VISN and facility strategic planning to support major and minor construction projects, activation of new facilities, and reuse of existing space involving multi-million dollar projects.-Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase high-tech, high-cost medical devices, surgical equipment devices and major classes of materials, displaying familiarity with contracting laws and regulations.- Conducts site visits, participates in root cause analysis processes and resolves complex inventory problems.-Conducts procurement review, analyzing quotations received from vendors and recommends awards using the "best value" approach utilizing factors such as lifecycle, price, payment discounts, shipping costs, delivery times, and specifications in order to make recommendation of award to the vendor that offers the greatest advantages to the government.-Coordinates final disposition of the EX assets, including the reutilization program; organizes requirements of hazardous materials disposal, IT sanitization control; and appropriate shipment and transfer method.-Initiates Reports of Survey (ROS) for lost, damaged or stolen property.-Serves as Training Officer for the Material Management Section in the Logistics Service, and is responsible for the efficient and effective organizational structure of the division. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/10/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: I have one (1) full year of specialized experience equivalent to the GS-9 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Specialized experience includes: planning, coordinating and executing an inventory and materials management program; directing and overseeing the lifecycle management of individual assets; conducting data/information analysis for acquisition planning; managing and controlling non-expendable equipment and assets; and exercising supervisory responsibilities to include planning, assigning and evaluating work and resolving complaints. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR Combination: successfully completed graduate level education (in excess of the two years or 36 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Physical Requirements: Day to day management is difficult to administer as substantial portion of property assets are located in geographically dispersed areas, CBOCs, and other agencies within the catchment area who do not report to the VHA. Logistic operations are housed in various buildings throughout the medical center as well as off-site locations.
