Duties

Reviews Notices of Staking (NOS), Applications for Permit to Drill (APD), and Sundry Notices to ensure in compliance with applicable laws, rules, regulations, and policies. Ensures projects comply with NEPA requirements by serving as NEPA project lead during the NEPA analysis (e.g., CX, DNA, EA EIS) by engaging Inter Disciplinary (ID) team through analysis. Coordinates and conducts on-the ground inspections of proposed surface disturbing activities associated with oil and gas development and/or other land uses and associated rights-of-ways. Communicates with resource specialists, operators, local government, NGOs and interested publics related to BLM’s mission. Conducts field inspections of oil and gas operations and/or other surface use authorizations for the purpose of determining compliance with applicable laws and regulations. Prepares necessary enforcement actions and conducts follow-up to ensure operations comply with approved permits.

Basic Requirements for the 0401 Natural Resource Specialist: Degree: major study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position. OR Combination of Education and Experience: Combination of education and experience in courses equivalent to a major course of study, as shown in statement above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. Basic Requirements for the 1301 Physical Scientist: Degree: major study in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of Education and Experience: Combination of education and experience in courses equivalent to a major course of study shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. Minimum Qualifications for the 0401 Natural Resource Specialist/Physical Scientist at the GS-09: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples which are performed under supervision by manager: Assist in reviewing Notices of Staking (NOSs), Applications for Permit to Drill (APDs), and Sundry Notices; Assists in conducting surface use inspections in support of the Field Office oil and gas inspection and enforcement programs; Attending meetings with oil and gas/mining operators to resolve problems encountered in surface use operations; Coordinating the onsite inspection of proposed oil and gas well sites in areas involving highly complex environmental and political issues. OR You must possess two years of progressively higher-level graduate education leading to a master's degree OR master's or equivalent graduate degree in a field directly related to the work of the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR You must possess an equivalent combination of the type and level of experience and education described above. Minimum Qualifications for the 0401 Natural Resource Specialist/Physical Scientist at the GS-11: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples performed independently without supervision: Reviewing Notices of Staking (NOSs), Applications for Permit to Drill (APDs) and Sundry Notices; Conducting surface use inspections in support of the Field Office oil and gas inspection and enforcement programs; Conducting meetings with oil and gas/mining operators to resolve problems encountered in surface use operations; Coordinating the onsite inspection of proposed oil and gas well sites in areas involving highly complex environmental and political issues. OR You must possess three years of progressively higher-level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree from an accredited college or university in a field directly related to the work of the position. OR You must possess an equivalent combination of the type and level of experience and education described above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work requires the incumbent to spend time performing both office and field work. The office work is primarily sedentary and may require walking, standing, and carrying light items, such as books, small instruments or samples, and other similar materials. While at the field office, the incumbent may occasionally lift materials such as fence posts, barbed wire, and seed bags, etc., requiring lifting of loads up to 50 pounds. Field duties involve long hours of driving, hiking, climbing, and other forms of outdoor physical activities in remote locations. Occasional project construction work may be physically demanding, such as building or removing fences, constructing wildlife guzzlers, developing springs, etc. The incumbent is expected to operate a four-wheel drive vehicle in remote areas, in complicated terrain. Other modes of transportation such as off highway vehicles may occasionally be used. Work Environment: The work environment varies from an office setting where the incumbent has regular contact with work associates, to a field setting where the incumbent is working alone for extended periods of time in remote situations. Field work will involve outdoor exposure, including some discomfort in extremes of temperature or inclement weather. The incumbent may be subjected to hostile wildlife and physical hazards.
