Duties
Coordinates, advises on, and implements the directives of Public Law 91-190, the National Environmental Policy Act (NEPA).
Assists Group Chief in identifying appropriate NEPA compliance within environmental policies and directives established by the Department of the Interior and Bureau of Reclamation to Western Colorado Area Office projects.
Schedules and tracks environmental activities.
Conducts compliance activities related to the Endangered Species Act, Clean Water Act, Migratory Bird Treaty Act, Fish and Wildlife Coordination Act, the Resource Conservation and Recovery Act, and other environmental laws, regulations and policies.
Plans and conducts field studies, conducts needed inventories and surveys, compiles, analyzes and verifies environmental data.
Provides professional input on environmental issues associated with planning, design, construction and operation of Reclamation facilities, projects and programs. Conducts field inspections and reviews a wide variety of reports, field data, plans, designs and specifications to ensure that they meet environmental laws and policies.
Physical Demands: Field work involves travel to and from various work and survey sites throughout the WCAO jurisdictional area. Work entails walking over a variety of terrain, working in or along rivers, terrestrial inventories in remote areas, and lifting and carrying equipment up to 25 pounds.
Work Environment: Field work involves exposure to moderate risks and discomforts. The topography and climate can expose the incumbent to adverse weather conditions and safety hazards. Heat, cold, uneven surfaces, and water elements may be encountered. Safety equipment must be used and safety precautions are observed.
Qualifications
To be eligible for consideration, you must first meet the Basic Education Requirement for this position.
Basic Education Requirements:
A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
-OR-
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic qualification requirement the HR Office must be able to determine that you meet the education and or specialized experience requirement - this information must be clearly supported in the resume.
Specialized Experience: To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience in 4 of the 5 Natural Resources areas:
1. Preparation of National Environmental Policy Act (NEPA), categorical exclusion checklists. 2. Preparation of NEPA environmental assessments and environmental impact statements. 3. Collecting, interpreting, and analyzing scientific data. 4. Conducts field inspections for environmental compliance. 5. Reviewing environmental documents for compliance with laws and regulations.
You could otherwise qualify on the basis of Education having Three (3) years of progressively higher level directly related graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. -OR- Combination of Education and Experience: Completion of a combination of specialized experience and graduate level education described above. To calculate, first take the number of semester hours or equivalent earned of progressively higher-level graduate education, in excess of 36 semester hours, and divide by 18 semester hours. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. NOTE: You must submit your transcripts and your resume must support the qualifying experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
