The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 62d Comptroller Squadron.

Duties

Plans, organizes, and directs the activities of Financial Analysis Flight, ensuring that Budget Management complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents the Financial Analysis Flight with a variety of installation and MAJCOM functional area organizations. Ensures proper execution of the Air Force budget as authorized and appropriated by Congress.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with these requirements
  • This is a Key Position
  • The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or
  • (Cont.) office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes organization provides fiscal oversight, analysis, administration (formulation through execution), and advisory services for the operational budget, including Operations & Maintenance (O&M) budgets and Working Capital Fund budgets, which include pseudo O&M, procurement, and minor construction. Organization is also responsible for the functions of Financial Management, Civilian Payroll, and Reimbursements. The functions, activities, or services provided have limited geographic coverage and support most of the activities comprising a typical agency field office, an area office, a small to medium military installation, or comparable activities within agency program segments. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to budget formulation, financial management and audit readiness activities and objectives to provide guidance of concepts, theories, and practices to subordinate units. 2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 3. Knowledge of the DoD Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents, including DoD budget and financial management regulations, OMB Circulars, and Congressional legislation. 4. Knowledge of internal audit procedures to monitor financial services and establish internal controls along with federal contracting and procurement, regulations, procedures, and practices. 5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization and communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy. 6. Ability to plan, organize, mentor, motivate, and direct subordinate staff in the use of automated data processing concepts, systems capabilities, and economic usages to effectively complete assignments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
