There are two (2) positions to be filled within the Veterans' Employment and Training Service (VETS), Office of Research and Policy (ORP).
These positions are inside the bargaining unit.
Duties
For: GS-0301-13, Research Analyst
Conducts research and statistical analysis which may include work activities such as: preparing reports, presentations, memorandums, data analyses, data visualizations, or other products on trends; develops analytical papers, initiatives, research or evaluation plans, or projects relating to program performance measurement and/or strategic planning.
Independently analyze qualitative and quantitative data.
Synthesize and interpret complex data and information for use in research, evaluation, and policy development.
Develop and present informational briefs, project papers.
Produce written and reports produced provide recommendations and options on operational research activities.
Plan, organize, and direct team study work. Work collaboratively with other VETS staff
Develops and recommends data management tools, including APIs, data visualization applications, data portals, Snowflake, R, Tableau, etc. to improve the functionality, usability, and accessibility of data and data systems.
Provides advice, recommendations, and information on issues or developments having an impact or bearing on the research, evaluation, and long-term planning work of the office.
Requirements
- Must be a U.S. Citizen.
- Must be at least 16 years old.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
For GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. In describing your experience, please be clear and specific. We will not make assumptions regarding your experience.
Qualifying specialized experience for GS-0301-13: In order to meet the specialized experience, the applicant must demonstrate experience in at least three (3) of the following:
Ability to work independently while performing statistical analyses, creating data visualizations, and managing data using software, such as Stata, R, Python, Snowflake, Tableau, SAS, or Microsoft Power BI.
Conduct studies to evaluate data and program effectiveness and prepare internal and external reports summarizing the findings.
Conduct program evaluation research using social science methods, econometrics, or decision science.
Experience in quantitative, qualitative, and/or evaluative methodologies for complex policy and program analysis including analyzing and linking datasets across administrative or survey databases.
Experience communicating in-depth data analysis and research, including issue formulation, data visualization, logical discussion of relevant facts, and presentation of findings and policy implications.
