Duties

The United States Space Force (USSF) in Los Angeles is searching for a Satellite Ground System Lead for SSC/SZA (NH-0801-03, GS-12/13 Equivalent). Description: Space Safari leads the Tactically Responsive Space (TacRS) program and expedites the fielding of critical combat capabilities to the warfighter. Space Safari is a fast-paced program office that brings together space vehicles, specialized payloads, existing materiel solutions, rapid launch capabilities, innovative tactics, techniques, and procedures, and the Space C2 system on tactically responsive timelines, all while tightly coordinating with the operational community. Efforts are typically no more than 12 months in duration from start-to-finish. Team members will get to be involved in the planning from the very beginning, but also get to see their hard work pay-off by delivering on-orbit capabilities that same year. The Ground Lead will be responsible for all technical and program management aspects for delivering a novel ground system capable of flying all of Space Safari's unique missions. Our team has frequent interaction with SSC, USSF, and COCOM leadership at all levels and provides the opportunity to work with multiple DoD organizations, Federally Funded Research and Development Centers (FFRDCs), University Affiliated Research Centers (UARCs), and with the contractors who are building and integrating our capabilities. Ideal Candidate: Candidate must have a current/be able to maintain a Top-Secret Clearance with Sensitive Compartmented Information (SCI) eligibility, as well as have direct technical experience in developing, delivering, and operating satellite ground control software and systems. Candidate must also possess a Bachelor's degree or higher in science or engineering and have leadership experience. Lastly candidate should be knowledgeable with DoD software acquisition and Agile software development methodologies. Special Access Program (SAP) experience is desired. To be successful in this position, a candidate should have strong technical acumen, analytical curiosity, and persuasive communication skills. The person will need to be able to lead a team of 15-20 engineering and acquisition professionals that consist of government, military, and contractor personnel. The person should be able to creatively navigate DoD acquisition regulations, collaborate with peer mission area leads and keep Senior Leadership informed on the delivery of satellite ground and mission management capabilities. The individual needs to ensure the team consistently executes day-to-day tasks in order to realize space system on-orbit performance objectives while optimizing team performance by completing urgent, near-term actions without jeopardizing the ground fielding schedule. It is essential to have the confidence to challenge Senior Leaders and the ability to advise them on appropriate funding decisions. Critical to success will be the individual's ability to develop a network of cross-functional colleagues to navigate unique challenges related to implementing an off-premises, cloud-based, satellite control system. Finally, the person should be a self-starter, championing new ways to do business that drive clarity and efficiency into system development and sustainment. Key Skills and Abilities: 1. Knowledge of processes and procedures related to program management and strategic planning activities needed to execute projects and/or studies within established financial and time constraints. 2. Ability to encourage new ideas and innovations; manage human, financial and information resources strategically and build coalitions to achieve common goals. 3. Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations 4. Ability to persuade others to accept recommendations, work toward an agreement, and negotiate mutually acceptable solutions. 5. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing. 6. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes. 7. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations

Requirements

  • Employee must be able to obtain and maintain a Top-Secret / SCI clearance.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain the appropriate security clearance.
