Duties
The United States Space Force (USSF) at Los Angeles Space Force Base is searching for a Ground Modernization Integration Engineer for SSC/BZG (NH-0801-04, GS-14/15 Equivalent).
Description:
Get ready to be challenged! You will lead a team to perform systems engineering and integration of space and ground capabilities that support maritime, air, and land operations. You will lead a technical team to solve larger, enterprise-level complex problems across the Space Force. Focus areas include conducting analysis, identifying capability gaps, and developing and recommending solutions to ensure ground capabilities can support a variety of USSF missions. This directly supports the execution of Combatant Command OPLANs, the Joint Space Operations Plan, and Design Reference Missions.
You will be part of the leadership team, setting the example and pace for others to follow. Your team will be comprised of military officers (all ranks), DoD civilians, FFRDC, and support contractors. The ability to quick grasp multiple complex problems at the technical level will be key to success. You will interface with senior leaders across SSC, mission partners, and industry engineers to identify and resolve technical and programmatic challenges. You will be responsible for leading your team to drive integration of capabilities to achieve mission-oriented results needed for a near-peer adversary competition.
Ideal Candidate:
Ideal candidate will have a systems engineering background and have experience with integrating complex systems; will have experience with space and ground systems; will be a self starter; strong ability to lead a technical team to solve complex problems, strong ability to translate ambiguous tasks into specific actions to drive mission success; proactively engages to solve problems and offer solutions/recommendations; possess strong written/oral communication and presentation skills; ability to translate technical information into actionable results that a non-technical audience can understand. Ideal candidate will have a bachelors in engineering. Extensive experience in systems engineering and integration. Some experience with space and ground capability development (eg, payload, satellite bus, and/or ground system hardware and software). Some experience with data networks and communication transport and military and/or commercial satellite communications. Some experience with DOD acquisition or industry program management. Some experience with government mission partners outside SSC (eg, NRO, MDA, SDA, NGA). Some experience in multiple aspects of the acquisition lifecycle (ie, concept, design, development, integration, and test).
Key Skills and Abilities:
1. Knowledge of a wide range of advanced multidisciplinary professional engineering concepts, principles, practices, standards, methods, and techniques to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods, and to plan and execute specialized programs of marked difficulty, responsibility, and significance.
2. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence systems acquisition, development, and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds.
3. Knowledge of and skill in evaluating state-of-the-art and advancements in theory, application, technology, and policy affecting systems being developed, and in planning, organizing, and directing the functions and staff in critical aspects of development, production, and/or support of systems, subsystems, or equipment.
4. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
5. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing.
6. Ability to plan, organize, and direct the functions of an organization, and mentor, motivate, and appraise the staff through supervisors as well as analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
7. Ability to advise senior leaders, Program Element Monitors and field-level representatives.
Requirements
- Must be a U.S. Citizen.
- Employee must be able to obtain and maintain a Top-Secret security clearance.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; must obtain and maintain the appropriate security clearance for the position.
- This position is eligible for telework 2-4 days a pay period.
- Resumes are to be limited to no more than 5 pages. Position will be closed after 5 business days or after 75 applications are received.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- May be required to work overtime on an unscheduled or emergency basis.
- PCS is authorized.
- Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.
- Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- A professional engineering degree at the bachelor’s level from an ABET accredited institution is required.
- Employee must execute, as a condition of appointment, a written agreement to remain in federal service in
this position for at least (3) years.
- Employee must be a member of the Acquisition Corps at the time of appointment.
- This position may be designated as an acquisition position covered by the Acquisition Professional Development Program
(APDP).
- This is a Critical Acquisition Position (CAP).
