This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for serving as focal point for the preparation, coordination, negotiations, and implementation of International Agreements, Memorandums of Agreements (MOAs), and Memorandums of Understanding (MOUs) under DSCA's cognizance.
Duties
As a Country Portfolio Analyst (FMS) at the GS-0301-15 some of your typical work assignments may include:
Serving as one of DSCA's principals responsible for monitoring, reviewing, and staffing Letters of Requests (LORs) and Letters of Offer and Acceptance (LOAs).
Consulting with and provides advice to U.S. industry, embassy country teams, DoD, Department of State and Military Department counterparts on the execution of Security Cooperation (SC) programs for assigned countries.
Serving as focal point for the preparation, coordination, negotiations, and implementation of International Agreements, Memorandums of Agreements (MOAs), and Memorandums of Understanding (MOUs) under DSCA's cognizance.

Qualifications
You may qualify at the GS-15 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
Managing complex operations involving foreign military sales cases
Serving as the principle for country specific security cooperation issues on foreign military sales
Participating in actions involving foreign military sales, leases, and grants to foreign governments.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
