This position is located in Department of Education (ED), Office of Legislation and Congressional Affairs (OLCA). The incumbent serves as a Departmental Liaison with Congress in obtaining support for ED sponsored legislation, informing ED elements of Congressional views and in being responsive in the resolution of problems of Members of Congress and their constituents.

Qualifications
Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-15, if you possess the specialize experience.Specialized Experience for the GS-15
One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience managing, planning, and assigning work to staff to meet legislative priorities and deadlines.2. Experience navigating and utilizing interrelationships of the Department with The White House, Members of Congress, and other federal agencies to identify emerging issues and conduct analysis. 3. Experience coordinating various legislative activities and representing the Department’s position to Members of Congress and their staff.Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Knowledge of Departmental regulations, programs, policies, operations and procedures, of the interrelationships of the Department with the White House, Congress, and other federal agencies in order to identity emerging issues, conduct analyses, oversee assignments being carried out by other staff members.2. Knowledge of the views of the Secretary, Assistant Secretary of legislation and Congressional Affairs and those of the Administration sufficient to provide Members of Congress and others with authoritative information, analysis, advice and assistance during the various stages of legislative consideration.3. Ability to develop and leverage strong working relationships with Members of Congress and utilize information about their priorities and concerns to prepare briefings materials for the Secretary, Assistant Secretary and other Departmental officials.4. Skill in oral and written communications as skilled negotiation is essential when conveying sensitive issues to Members of Congress.
