This position is in the U.S. Department of Education, Office of Finance and Operations, Office of Human Resources (OHR), Recruitment, Staffing and Compensation Division (RSCD). This position serves as the Lead Human Resources (HR) Specialist directing the Human Resources Management Operations functions.
Duties

Qualifications
Specialized Experience for the GS-13
One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience in providing guidance and coding personnel actions.
2. Experience responding to personnel and payroll related questions using Federal personnel and payroll systems.
3. Experience with eOPF (Electronic Official Personnel Folder) that may include, purging, transferring, and monitoring required paperwork.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Knowledge of personnel and payroll system requirements to provide a resolution to controversial disputes, address problems not susceptible to resolution by existing methods, and develop alternative approaches.
2. Knowledge of laws, regulations, principles and methods applicable to personnel and payroll program management
3. Skill in communicating with leadership and customers across the organization to answer and solve a wide range of complex problems and issues as it relates to personnel and processing management
4. Knowledge of Federal Human Resources processing system procedures to affect the full range of personnel and payroll actions.
