Joining the Secret Service, Office of Human Resources, Administrative, Professional and Technical, Talent Management Division will allow you to perform the full range of Human Resources Specialist (Recruitment and Placement) work as it relates to the recruitment, staffing/placement, and hiring processes. Duties
The selectee will serve as a Human Resources Specialist (Recruitment and Placement) in the Office of Human Resources, APT Talent Management Division. Typical work assignments include:
Providing advisory services in recruitment and placement strategic planning with responsibility for ensuring the optimum use of manpower resources in accordance with regulations, standards, directives, policies, and precedents.
Researching and interpreting Federal laws and regulations, policies, and procedures to advise on intent and application of concepts and principles relevant to the appropriate situations. Drawing conclusions and providing recommendations and implementing guidance on a range of alternatives to resolve issues. Identifying ways to improve or enhance current HR best practices to ensure that management operational processes are effective in meeting the agency's goals and missions.
Utilizing various automated HR systems to implement effective operational functions, including conducting research; generating analytics and reports; developing job analyses and questionnaires; posting Job Opportunity Announcements; reviewing eligibility/qualifications of applicants against OPM Qualification Standards; and issuing certificates of eligible candidates.
Developing decision documents, memorandums, executive summaries, and other products that inform managers, supervisors and employees of policies, procedures, or determinations. Preparing and presenting reports and briefings on program status and/or recommends appropriate action to senior-level stakeholders. Representing the agency in formal
meetings and ad-hoc working groups providing guidance and advice with respect to implementing agency initiatives, organizational restructuring, and a variety of issues that may require expertise as it relates to recruitment and placement.

Qualifications
You qualify for the GS-12 level (starting salary $99,200) if you possess one year of specialized experience equivalent to the GS-11 level performing human resources recruitment and placement duties including:
Providing technical guidance to supervisors and managers; developing recruitment/retention strategic plans.
Researching and interpreting Federal laws and regulations, policies, and procedures.
Utilizing automated HR systems to conduct research, generate analytics and reports, develop job analyses and questionnaires, post Job Opportunity Announcements (JOAs), review eligibility/qualifications of applicants against OPM Qualification Standards, and issue certificates of eligible candidates.
You qualify for the GS-13 level (starting salary $117,962) if you possess one year of specialized experience equivalent to the GS-12 level performing human resources recruitment and placement duties including:
Providing technical guidance to supervisors and managers; developing recruitment/retention strategic plans.
Researching and interpreting Federal laws and regulations, policies, and procedures.
Utilizing automated HR systems to conduct research, generate analytics and reports, develop job analyses and questionnaires, post Job Opportunity Announcements (JOAs), review eligibility/ qualifications of applicants against OPM Qualification Standards, and issue certificates of eligible candidates; coordinating/managing a program or project.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.

You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
