This position is in a Regional, Subregional or Resident Office of the National Labor Relations Board. The Regional Office represents the operating branch of the Agency and performs the majority of the Agency's case handling work, including investigating representation petitions and unfair labor practice charges of varying complexity for the Regional staff.
Duties
As a Supervisory Labor Management Relations Examiner GS-0244-14/15, your typical work assignments may include:
Exercising overall supervision of and coordinating, through Supervisory Attorneys and/or Supervisory Labor Management Relations Examiners, the investigation, analysis and initial resolution of all unfair labor practice charges and representation petitions filed in the Regional Office.
Assigning cases to supervisors for investigation and analysis, taking into consideration the complexity of the case, priority handling required, workload of the group, and related factors, and ensuring cases are processed expeditiously, that quality standards are uniformly maintained, and time targets are met or that there are valid reasons for any delays.
Reviewing final reports and case action recommendations submitted by supervisors and determining the appropriate action.
Directing further investigation, research, analysis, or other necessary actions to be undertaken when a case appears to be deficient.
Recommending to the Regional Director cases on which formal advice should be obtained from the Washington Office and directing the preparation of requests for advice which includes presentation of facts and issues, case analysis, and the Regional Office position.

Ideal Candidate Statement
The ideal candidate for the Supervisory Labor Relations Examiner (Assistant to the Regional Director) will have experience demonstrating knowledge of the NLRA as well as how the Agency investigates and ascertains merit in unfair labor practice charges and the handling of representation cases. The candidate also demonstrates competence in managing the administration of field office operations or demonstrates other comparable experience, including managing cases and providing input on personnel matters and discussions with represented Agency employees. The ideal candidate is detailed, and task orientated and a problem-solver who takes pride in personal performance while delivering results along the way and inspiring staff to do the same.
Minimum Qualifications for GS-14
Applicants must have one year of specialized experience, equivalent to the GS-13 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of a Supervisory Labor Management Relations Examiner (Assistant to the Regional Director) at the GS-14 level.
Specialized experience includes:
Experience advising on labor-management relations and collective bargaining matters, or concerns or other comparable experience; and
Experience addressing matters in the field of labor-management relations, or other comparable experience; and
Experience conducting investigations or researching labor matters (e.g., economics, management relations matters for labor unions, newspapers, journals, foundations, commercial or industrial enterprises, or Federal, State, or municipal agencies).

Time-In-Grade-Requirements
All current and former Federal employees must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-13 for the GS-14, or one year of experience at the GS-14 for the GS-15, or equivalent grade level of the federal service, is required to qualify for this position.
(NOTE: All current or former Federal employees must provide a copy of their SF-50 "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure code (1 or 2), and type of service (Competitive).
As a current NLRB career or career conditional employee in the Competitive Service, you may determine your current status by checking block 24 on your SF-50. Block 24 must reflect "1" or "2". Also, block 34 must reflect "1". A copy of your SF-50 must be provided for verification.)
