This position is located in the Washington, DC Commuting Area in the Bureau for Foreign Assistance, Office of Planning, Performance and Systems (FA/PPS), at the U.S. Agency for International Development (USAID).
Duties
Serve as Customer Liaison Lead for agency’s enterprise-wide information systems developed, procured, or licensed to support functional foreign assistance budget process and data planning, collection, assessments, reporting and archiving
Provide end user training via various media and formats to effectively impact a worldwide user base working in various time zones.
Conduct periodic worldwide end user assessments on the effectiveness of the agency’s functional foreign assistance information systems design, functionality, and training.
Work with top management to assess management plans for efficient and effective program and information management implementation and administration.
Perform long-range planning and analysis of new substantive agency programs where precedents are scarce or nonexistent.
Assist in determining the need for written information policies and procedures for budget systems, overseeing the development of policies and procedural guidance, and reviewing and recommending approval upon completion.
Requirements

Specialized Experience:GS-12: You MUST have one year of specialized experience that is equivalent in difficulty and responsibility to the GS-11 level in the Federal service. Examples of qualifying specialized experience at the next lower level for this position includes: (a) Assisting with analyzing, formulating, and developing ideas, concepts, and methodology for new or revised policies, procedures, and systems for designing, implementing, and evaluating programs worldwide related to budget and foreign assistance information systems; (b) Basic research and preparing background/issues papers, as well as desk reviews or syntheses of existing evaluation findings;(c) Assisting top management on assessing management plans for efficient and effective program and information management implementation and administration; and (d) On occasion consulting and giving guidance on electronic information storage and retrieval systems, theories, and technologies related to the design, structure, and functionality of end-user scientific and technical data management systems.
Specialized Experience:GS-13: You MUST have one year of specialized experience that is equivalent in difficulty and responsibility to the GS-12 level in the Federal service. Examples of qualifying specialized experience at the next lower level for this position includes: (a) Analyzing, formulating, and developing ideas, concepts, and methodology for new or revised policies, procedures, and systems for designing, implementing, and evaluating programs worldwide related to budget and foreign assistance information systems; (b) Researching and preparing background/issues papers, as well as desk reviews or syntheses of existing evaluation findings;(c) Advising top management on assessing management plans for efficient and effective program and information management implementation and administration; and (d) Consulting and giving guidance on electronic information storage and retrieval systems, theories, and technologies related to the design, structure, and functionality of end-user scientific and technical data management systems.
One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) in-depth experience in robust social science methodology; b) experience in interpreting and analyzing data and recommending policy and procedures to interagency policy makers and with analytical techniques and methodology to create and sustain strategic-level performance metrics and dashboards; c) experience in coordinating with senior managers to perform research and conduct analysis to inform policy as well as resource decisions with supporting justification to defend requirements; d) experience with qualitative and quantitative analytical and evaluation methods and techniques to identify and advise on interagency foreign assistance programs, budget decisions, Congressional requirements, statutory regulations, and procedures; AND e) experience providing program support and guidance to senior officials concerning organizational activities and/or management processes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
