You will serve as a TRAINING SUPPORT VESSEL (TSV) MATERIAL PROGRAM MANAGER in the Command Technical Director Staff of PACIFIC MISSILE RANGE FACILITY.
Duties
You will ensure consistency and continuity of management support, policies and procedures for the TSV program across the Pacific Area of Operations (AOR) in the Eastern and Western Pacific.
You will serve as the technical authority for the full range of TSV programs.
You will develop long-range goals and objectives for the TSV material program
You will coordinate and work with INSURV to schedule Material Inspections as required and in accordance with NAVSEA rules and regulations.
You will review and analyze execution of the PACFLT N7 sponsored TSV material program to ensure maximum utilization of appropriated funds and labor resources.
You will work directly with Technical Warrant Holder (TWH) to plan, review, and approve all alterations and modifications to the PACFLT TSV vessels.
You will coordinate with Port Operations organizations (San Diego, Yokosuka etc.) for support required when the vessels are supporting scheduled operations across the PACFLT AOR.
You will oversee the TSVs planning and execution of shipyard and dry-dock maintenance availabilities, including the development of all work packages and on-site evaluation of work performance by the repair organizations.
You will be responsible for the TSV program financial management, to include management of operations within budget, certification of cost estimates, execution and obligations of assigned resources, policies and precedents within the program.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

- Working sessions often extend beyond normal working hours. The work is mentally stressful due to the requirement for frequent meetings, urgent deadlines, complex planning, and frequent negotiations between participants with divergent points of view.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing the engineering, technical and administrative activities (e.g. TSV's modification or alteration, maintenance availabilities, budget & contract management, performance monitoring or material inspections) through the development and implementation of policies and procedures for Training Support Vessel (TSV) or naval fleet training program operations.
